Dear Mr. Bradbury:
The following is in response to the New York State Department of Transportation’s (NYSDOT)
letter, dated January 29, 2021. The DEIS and FEIS has been reviewed by the Village, which
resulted in SEQR findings. With respect to recent comments from the NYSDOT, we note the
following:
1. The further reduced Project would generate 21 fewer trips during the Weekday Peak AM
Hour, 24 fewer trips during the Weekday Peak Midday Hour, and 25 fewer trips during the
Weekday Peak PM Hour than the original Project.
2. The FEIS provided an evaluation assuming both the re-occupancy of the 200,000 s.f. office
space (which was partially occupied at the time of the existing conditions counts) as well
as the requested analysis without the full re-occupancy of the existing office building. The
findings takes into consideration both of these analyses.
3. The noted five (5) other developments which were required for inclusion by the Village,
pursuant to the adopted DEIS scoping document included: The Enclave, PepsiCo Project
Renew Master Plan, Trinity Presbyterian Church, Sun Homes (Phase 3 Reckson Executive
Park) and the Senior Living Community at Purchase.
4. As requested by the NYSDOT, we have provided the Project related impacts at each of the
study area intersections for both of the FEIS plan and the Further Reduced Project (Table
No. 1 attached). For comparison we have also shown on Table No. 1, the impact of the
full re-occupancy of the existing office building (which was required as pursuant to the
adopted DEIS scoping document). As shown on this Table and as analyzed in the DEIS

and FEIS, the Proposed Project will have a significantly less impact than the office building
use. In addition, as shown in this Table, the Project will increase traffic by some ± 2%
including at the King Street and Hutchinson River Parkway/Merritt Parkway ramps
intersections. (See Response 5).
5. Based on the above, the Village in its findings indicated “Based on the analysis provided
in the TIS, the further reduced alternate would not have a significant adverse impact on the
area roadways. Therefore, no mitigation measures are required.”
While no mitigation was required, the Lead Agency recommended that as described in the
TIS and as offered by the Applicant, the Applicant pursue approval of, and implementation
of, signal re-timings at both the King Street and Arbor Drive and the Blind Brook Middle
School/High School intersections to improve existing and future operating conditions. The
Applicant will provide NYSDOT with updated traffic counts at these two intersections
after the Project is open and in operation. A copy of which will also be provide to the
Village. This information will be used by NYSDOT to make appropriate signal timing
adjustments, as necessary. In addition the Applicant will also provide the NYSDOT with
modems and associated equipment for each of the above signalized intersections at the
appropriate time.
