Elite Environmental Services, Inc. (*,Elite'*) directed the tank removal and tank installation activities at l 100 King Street in Rye Brook. New York ("site property"). See Appendix A for General Location Map. OBJECTIVE: Elite's objective was to i.) Properly remove and dispose of the underground storage tank: ii.) Determine the extent, if any, of petroleum impacted soils. resultant from the underground storage tank. iii.) Once defined, remove and dispose of contaminated soils in excess of New York State Department of Conservalion Division of Environmental Rmmediation ("DER") soil cleanup ohjeclives ("SCO's") as outlined in CP-51. and: iv.) Provide project management to ensure that investigative remediation is performed consistent with DER requirements. FINDINGS: Based on our field screening observations and post-excavation laboratory analytical results, Elite concludes that all accessible petroleum-contaminated soils were removed and properly disposed of at a soil recycling facility. RECOMMENDATIONS: f:lite recommends NYSDEC spill # 2102262 be closed and removed from the NYSDEC list of active petroleum spills, as the site conditions present no threat to human health or the environment. This report presents a summary of all field activities conducted as part of the investigation and includes laboratory analytical. 1 1.0 INTRODUCTION Elite performed the removal of a 4,000 gallon underground storage tank (Tank ID #5), installation of a 2,000 gallon aboveground storage tank and limited site assessment activities at 1100 King Street in Rye Brook, New York. The objective was to i.) determine the extent, if any, of petroleum impacted soils, resultant from the underground storage tank; ii.) once defined, remove and dispose of contaminated soils in excess of DER CP-51 Petroleum-Contaminated Soil Guidance Policy and/or Determination of Soil Cleanup Objective and Cleanup Levels, and: iii.) provide project management to ensure that investigative remediation is performed consistent with NYSDEC requirements. 2.0 BACKGROUND Elite was contracted by Mr. Ketchabaw to remove the underground storage tank (Tank ID #5). install a new 2.000 gallon aboveground storage tank. perform any necessary soil sampling and/or remediation. and provide a closure report for this project. 3.0 SUMMARY OF ACTIVITIES 3.1 Underground Storage Tank Excavation Elite Environmental Services, Inc. ("Elite'") representatives were on-site to perform and direct the removal of one 4,000 gallon underground storage tank (Tank ID #5) on the site property. See Appendix B for Site Diagram. Elite was on-site to perform the excavation and prepare the tank for transportation and proper disposal. A permit was applied for and received from the Westchester County Department of Health. See Appendix B for the Westchester County Department of Health Work Permit. A permit was also applied for and received from the Village of Rye Brook Building Department. See Appendix C for Village of Rye Brook Building Department Permit. The tank. was uncovered and an opening was cut in the tank in order to remove all remaining liquids in the tank. Enviro Waste. LLC was onsite to properly remove and transport the remaining liquids. Approximately 1260 gallons of oily water and 5 gallons of sludge were removed from the tank and was properly transported to a recycling facility. See Appendix D for Liquid Disposal Manifests. An excavator was used to remove the soil surrounding the tank and the tank was removed from the ground and placed on plastic sheeting adjacent to the excavations for inspection. The underground storage tank was then scraped and cleaned. No holes were identified in the underground storage tank. Contaminated soil was observed in the excavation, possibly due to black piping. The tank was removed from the site property and properly transported to Royal Carting Service Co., for recycling. See"Appendix E for"Tank Recycling Receipt. A sample was properly extracted from the excavation, labeled and submitted to a New York State Department of Health certified laboratory (410854) for analysis by the following method: 0 USEPA Method 8260 for the detection of volatile organics: ii.) Method C10-C28 Total Petroleum Hydrocarbons-DRO for the detection of Total Petroleum Hydrocarbons as requested by the soil recycling facility. See Appendix F for a complete listing of the Tank Bottom Soil sample Analytical Results. Contaminated soil was properly transported off the site property on July 1, July 2, July 6. July 12. August 2. August 3. August 9, and August 13, 2021. Approximately 199.94 tons of contaminated soil were properly transported and disposed at Clean Earth of Carteret in Carteret New Jersey. See Appendix G for Hazardous Waste Manifests. Due to the amount of groundwater in the excavation, on June 28. June 29 and July 27. 2021. Envirowaste. LLC returned to the site property to remove contaminated liquids. Approximately 9.450 gallons of liquids were properly removed and transported to a recycling facility. See Appendix D for Liquid Disposal Manifests. Following the removal of all accessible contaminated soil. the excavation was backfilled and raked to grade. 3.2 Post-Excavation Soil Sample Laboratory Analytical Results As per the Westchester County Department of Health representative onsite, MS. Denise Heinzinger. (See Appendix H for Westchester County Department of Health Tank Closure Inspection Report). ten soil samples from the walls of the excavation and the bottom of the excavation. were properly collected. labeled and submitted to a New York State Department of Health certified laboratory (#10854) for analysis by the following method: i.) USEPA Method 8260 for the detection of %olatile organic compounds (VOCs): and ii.) USEPA Method 8270 for the detection of semi-volatile organic compounds (SVOSs). See Appendix I for a complete listing of Post-Excavation Soil Sample Laboratory Analytical Results (Tank ID #2). The following table lists the analytical results and compares them to CP-51 Recommended Cleanup Objectives. Please note that only those compounds detected are listed below. All accessible contaminated soil was removed. 4 3.3 New Aboveground Storage Tank Installation Following the removal of the 4,000 gallon underground storage tank, a new 2.000 gallon Highland double wall, heavy duty. aboveground skid tank was installed. The tank was installed on a concrete pad, complete with piping, fill pipe, vent pipe, vent alarm, gauge, LU3 high-level alarm. interstitial space alarm. monitoring system and sumps. The tank was installed inside a storage shed and was installed according to all local and state building codes. 4.0 CONCLUSIONS AND RECOMMENDATIONS Based on the post-excavation laboratory analytical results, and our field screening observations, Elite concludes that all accessible petroleum-contaminated soils were removed from the site property and properly transported and disposed. Elite recommends that NYSDEC spill # 2102262 be closed and removed from the NYSDEC list of active petroleum spills, as site conditions present no threat to human health or the environment. 5.0 DISCLAIMER The environmental consultant that reviewed and/or performed the investigation located at 1100 King Street. 5 International Drive. New York, is a professional with education and training in the environmental field. This report. compiled by Elite Environmental, Inc. conforms to commonly recognized protocols within the environmental consulting field. Our reports are limited to availability of observations and soil samples collected on the date of the tank excavation. Elite cannot zuarantee that the entire site or parts thereof are completely free ofcontaminants.
