("Elite") directed the tank removal and tank installation activities at 1100 King Street in Rye Brook, New York ("site property"). See Appendix A for General Location Map. OBJECTIVE: Elite's objective was to i.) Properly remove and dispose of the underground storage tank; ii.) Determine the extent, if any, of petroleum impacted soils, resultant from the underground storage tank; iii.) Once defined, remove and dispose of contaminated soils in excess of New York State Department of Conservation Division of* Environmental Remediation ("DER") soil cleanup objectives ("SCO's") as outlined in CP-51, and; iv.) Provide project management to ensure that investigative remediation is performed consistent with DER requirements. FINDINGS: Based on our field screening observations and post-excavation laboratory analytical results, Elite concludes that no petroleum-contaminated soils exceeding the NYSDEC recommended cleanup objectives were found due to the underground storage tank system. RECOMMENDATIONS: Site conditions present no threat to human health or the environment. This report presents a summary of all field activities conducted as part of the investigation and includes laboratory analytical. l 1.0 INTRODUCTION Elite performed the removal of a 4,000 gallon underground storage tank (Tank ID #4), installation of a 2,000 gallon aboveground storage tank and limited site assessment activities at 1100 King Street in Rye Brook,New York. The objective was to i.) determine the extent, if any, of petroleum impacted soils, resultant from the underground storage tank; ii.) once defined, remove and dispose of contaminated soils in excess of DER CP-51 Petroleum-Contaminated Soil Guidance Policy and/or Determination of Soil Cleanup Objective and Cleanup Levels, and: iii.) provide project management to ensure that investigative remediation is performed consistent with NYSDEC requirements. 2.0 BACKGROUND Elite was contracted by Mr. Ketchabaw to remove the underground storage tank (Tank ID 44), install a new 2,000 gallon aboveground storage tank, perform any necessary soil sampling and/or remediation,and provide a closure report for this project. 3.0 SUMMARY OF ACTIVITIES 3.1 Underground Storage Tank Excavation Elite Environmental Services. Inc. ("Elite") representatives were on-site to perform and direct the removal of one 4.000 gallon underground storage tank (Tank ID 44) on the site property. Elite was on-site to perfo-m the excavations and prepare the tank for transportation and proper disposal. A permit was applied for and received from the Westchester County Department of Health. See Appendix B for the Westchester County Department of Health Work Permit. A permit was also applied for and received from the Village of Rye Brook Building Department. See Appendix C for Village of Rye Brook Building Department Permit. The tank was uncovered and an opening was cut in the tank in order to remove all remaining liquids in the tank. Enviro Waste, LLC was onsite to properly remove and transport the remaining liquids. Approximately 710 gallons of oily water and85 gallons of sludge were removed from the tank and was properly transported to a recycling facility. See Appendix D for Liquid Disposal Manifest. An excavator was used to remove the soil surrounding the tank and the tank was removed from the ground and placed on plastic sheeting adjacent to the excavations for inspection. The underground storage tank was then scraped and cleaned.No holes were identified in the underground storage tank. No petroleum 2 contaminated soil was observed in the excavation. The tank was removed from the site property and properly transported t-) Royal Carting Service,Co., for recycling. See Appendix E for Tank Recycling Receipt. 3.2 Post-Excavation Soil Sampling Elite field personnel collected post-excavation soil samples to determine the extent, if any, of contamination in the site excavation. Samples were collected with disposable trowels to preclude any cross-contamination. Field personnel collected samples with sterile gloves, which were discarded following each collection. The samples were field screened using a Mine Rae Photo Ionization Detector to provide a direct reading of the concentration of volatile organic vapors in the sample reported in ppm. Trace gas analysis of soil in the field were performed as a gross assessment of potential contamination with a portable Mini Rae 2000 Photoionization Detector("PID"). The PID provides a direct reading of the concentration of volatile organic gases in the sample in ppm. Immediately following collection, each sample was transferred to a glass container. The open container was sealed with clear plastic wrap and agitated to break apart the soil and distribute gases. The probe of PID was inserted through the plastic into the confined headspace of the jar and readings were recorded and compared to ambient background levels. This field screening method provides a relative concentration of VOCs that is useful for a quick comparison of samples. A higher needle deflection or ppm reading on the instrument indicates a higher concentration of VOCs. A total of five soil samples were collected from the excavation, one from each wall and the center floor of the excavations. (N. S. E, W. and CF) on February 17. 2021. See Appendix F for Site Diagram. These samples were field screened and contamination was not observed in the excavation. As per the Westchester County Department of Health representative onsite, MS. Denise Heinzinger, samples were properly extracted from the excavations, labeled and submitted to a New York State Department c f Health certified laboratory (#10854) for analysis by the following methods: i.) USEPA Method 8260 for the detection of volatile organic compounds (VOCs); and ii.) USEPA Method 8270 for the detection of semi-volatile organic compounds (SVOSs). See Appendix G for Westchester County Department of Health Tank Closure Inspection Report. No 3 volatile organic or semi-volatile organic compounds exceeding DER CP-51 recommended cleanup objectives were detected in any of the post excavation soil samples submitted to the laboratory for analytical. See Appendix H for the Tank Bottom Soil Sample Analytical Results. The excavation was backfilled and raked to grade. The following table lists the analytical results and compares them to CP-51 Recommended Cleanup Objectives. Please note that only those compounds detected are listed below. The tank was installed on a concrete pad, complete wish piping, fill pipe, vent pipe, vent alarm, gauge, LU3 high-level alarm, interstitial space alarm, monitoring system and sumps. The tank was installed inside a storage shed and was installed according to all local and state building codes. 4.0 CONCLUSIONS AND RECOMMENDATIONS Based on the post-excavation laboratory analytical results, and our field screening observations, Elite concludes that no petroleum-contaminated soils exceeding the NYSDEC recommended cleanup objectives were detected. 5.0 DISCLAIMER The environmental consultant that reviewed and/or performed the investigation located at 1100 King Street, 6 International Drive, New York. is a professional with education and training in the environmental field.
