(Peter Feroe, AICP) Date: November 18, 2020 Re: 900 King Street: Updated pFEIS cc: Village Staff and Consultants; 900 King Project Team As directed by the Village, the Applicant has updated the preliminary Final Environmental Impact Statement (pFEIS), dated October 8, 2020. Specifically, the Applicant has revised the pFEIS with respect to the estimated assessed value of the project and the identification of areas for landbank parking. Assessed Value After further consultation with the Town Tax Assessor, which included the Assessor’s review of additional financial information, the Assessor has indicated that the Revised Proposed Project, as defined and described in Chapter 1 of the pFEIS, is estimated to have an assessed value of $48 million. The Applicant has updated the pFEIS to reflect this estimated assessed value as well as the concomitant changes in the project’s property tax generation. As this revision affects a small portion of the pFEIS document, the Applicant is submitting a “redline” version of only those pages that are affected. The balance of the pFEIS is unchanged. Additional Development Scenarios As directed by the Village, the Applicant has prepared a new Appendix to the pFEIS, “Appendix M,” which describes and analyzes the potential environmental impacts of two potential modifications to the Revised Proposed Project.  Independent Living Unit Reduction – Appendix M describes the changes to the Site and building that could occur should the Board of Trustees find that the number of Independent Living (IL) units should be reduced by ten; from 136 to 126. The changes in the potential environmental impacts of this further unit reduction are also analyzed in this Appendix.  Landbank Parking – Appendix M illustrates the potential location of “landbank” parking on the Project Site, should the Board of Trustees find that the amount of parking provided for the Revised Proposed Project is inadequate, and analyzes the potential environmental impacts of constructing that parking. Landbank parking consists of areas of parking shown on the site plan and fully engineered, but not constructed at the same time as the project; rather, this parking is only constructed if post-occupancy studies demonstrate the need for additional on-Site parking.
