The planning area encompasses three state forests in Orange County and two state forests and two multiple use areas in Ulster County. Major proposals in the plan include: development of a NYS DEC - Division of Law Enforcement shooting range on Stewart State Forest; establishment of multiple-use trails, and parking lots; construction of an accessible observation platform on the Great Swamp boardwalk; maintenance and improvement of existing facilities using both NYS DEC and volunteer resources; and forest management action proposals that will promote a healthy and diverse ecosystem on the state forest lands contained within this unit. The West Hudson State Forest is in the Towns of Saugerties, Esopus, Plattekill and Ulster in Ulster County, Hamptonburgh, Montgomery, Warwick and New Windsor in Orange County, New York. The action involves a proposal by the Applicant, Lockenhurst Pond Solar LLC, to install a solar energy array and related equipment. The site, which consists of 128.85 acres, is presently unimproved vacant land. Approximately 16.4 acres of the aforementioned 128.85 acre total will be devoted to the solar farm use. A duly noticed public hearing regarding the project was held on June 27, 2018. The project is located 96 Langlitz Road in the Town of Minisink, New York. The proposed action will amend the Zoning Code for the Town of Patterson to correct scrivener's errors, and to clarify definitions, permitted uses and allowable accessory uses under the zoning code. The action involves special use permit, subdivision, and site plan applications, proposing the development of a mixed use residential and commercial cluster development to be located on 6.35 acres on two properties that front to Park Avenue and Pleasant Avenue in the Wallkill hamlet. The properties that are the subject of this application are situated in the Small Business (SB) and Hamlet Residential (H-1) zoning districts as represented on the adopted Town of Shawangunk Zoning Map. The project proposes 3 multiple dwelling buildings as follows: Building 1 contains 12 dwelling units, Building 3 contains 10 dwelling units, and Building 4 contains 8 dwelling units. In addition, four lots identified as Lots 5, 6, 7, and 8 will be developed each with a two-family detached dwelling. Lot 9 will be developed for a single family detached dwelling. Building 2 is proposed to be developed with two commercial tenants, one with a drive-through facility. In addition to the building lots, two additional lots will be created: Parcel "A" which will allow a connection from Bridge Street to Railroad Avenue, and Parcel "B" which consists of the road and right-of-way associated with Pleasant Avenue. Certain commercial uses are allowed as permitted principal uses or as special uses in the SB zoning district, and two-family detached and multiple dwellings are allowed by special use permit. A single family detached dwelling is allowed as a permitted principal use. The project is located on Park Avenue and Pleasant Avenue in the Town of Shawangunk, New York. The action involves the combining of twelve (12) existing tax parcels, consisting of 612 ± acres, and then subdivision of the land into 32 lots. Thirty-one (31) lots are proposed as single-family residence lots, each containing 2.5± acres, and the remaining lands (proposed Lot 32) will be held in common ownership by the residential lot owners as a working farm. Each lot will be serviced by its own individual well and septic system. Subdivision roadways will be privately owned. Pubic comment period ends October 26, 2018. The Draft GEIS is available from the Village Manager's Office, Village Hall, 2nd Floor, 104 Main Street, Mount Kisco, NY 10594 and on line at: www.envisionmk.org. The Village of Mount Kisco is proposing the adoption and implementation of a Comprehensive Plan Update and associated amendments to the Village's zoning code and map (Proposed Action). The Village last updated its Comprehensive Plan in 2000. Since then, much has changed in terms of local and regional demographic and economic conditions, as well as global planning objectives. The current plan update will reflect these new trends and conditions. The plan update will also incorporate a vision for downtown, principles of sustainability, and likely facilitate increased development over the next 10 years. The Comprehensive Plan has twelve chapters including an Introduction; Vision; Land Use and Zoning; Population and Housing; Downtown; Economy; Environmental Resources and Parks; Neighborhood Character, Cultural, and Historic Resources; Transportation; Infrastructure; Future Land Use Plan; and Implementation. Chapters of the plan conclude with a set of recommendations that have been developed through public outreach and coordination with a local committee. The Proposed Action also includes amendments to the Village's zoning code and map which implement certain comprehensive plan recommendations. The Proposed Action represents where the Village of Mount Kisco is today and establishes the direction for the Village over the next 10years. By acting as a guide for future municipal decisions, the Comprehensive Plan will strengthen the Village's influence over state agency decisions as well as increase its ability to attract funding for projects that support the plan. A public hearing on the Draft EIS will be held on October 22, 2018 at 7:30 p.m. at the Rye Brook Village Hall, 938 King Street, Rye Brook, NY. Written comments on the Draft EIS will be accepted until November 1, 2018. The Draft EIS is available from the Rye Brook Building Department, Village Hall, 938 King Street; the Port Chester-Rye Public Library, 1 Haseco Avenue, Port Chester, NY and on line at: www.ryebrook.org . The action involves a petition submitted on behalf of Rye King Associates, LLC to amend the Rye Brook Village Code Section 250-7(E), Planned Unit Development, and an application for a PUD Concept Plan for the developed property located at 900 King Street to construct 269 senior rental housing units that include 160 independent living units, 85 assisted living units and 24 townhomes for residents 55-years and older. The project requires demolition of the existing 215,000 square foot office building on the 17.77 acre lot. The property is within the PUD district and the Scenic Road Overlay district. The Lead Agency, after determining the proposed action may result in one or more significant adverse impacts regarding land, surface water, groundwater, flooding, vegetation, aesthetic resources, transportation, energy, noise, human health, consistency with community plans and community character, adopted a Positive Declaration on December 18, 2017 requiring preparation of a Draft Environmental Impact Statement. Subsequently, after a public scoping session, the Lead Agency adopted a Final Scope for the Draft EIS on January 23, 2018, and the applicant prepared a preliminary Draft EIS that was reviewed and revised. The Draft EIS was determined to be complete and adequate for public review by the Lead Agency. The project is located at 900 King Street in the Village of Rye Brook, New York. Contact: Christopher J. The Final EIS is available from the Ossining Village Hall, 101 Route 9-A Ossining, NY 10562 and on line at: https://www.villageofossining.org/planning-department/pages/seqra-page The action involves a proposal for the construction of a new six-story (above parking) multifamily residential development, comprised of 137 dwelling units, together with associated off-street parking (193 parking spaces), landscaping, utility and stormwater management infrastructure. The proposal also calls for the modification and realignment of the access road to the project site Site Plan approval is required from the Planning Board, which is also serving as Lead Agency for the SEQRA. The proposal also requires Special Permit approval from the Village Board to allow 22 units per acre, as well as the application of density bonuses as permitted in the PW-a zoning district (to achieve a total density of 26.62 units per acre), and one or more area variances from the Zoning Board of Appeals.
