MASTROMONACO, PE PC Consulting Engineers 13 Dove Court Croton-on-Hudson, NY 10520 RE: Larizza, North Ridge Street Village of Rye Brook, Westchester County Dear Mr. Mastromonaco: In response to your inquiry, I conducted a follow-up site walk at the North Ridge Street site in the Village of Rye Brook on January 15, 2019. The purpose of this site walk was to confirm that conditions in the site wetland have not changed, and that the delineation conducted in April of 2015 is still consistent with site conditions. I found a number of flags still on site from that delineation, and all were consistent with the current extents of the wetland. Therefore it is my conclusion that a new delineation of the site is not warranted. The wetland boundaries on this property are constrained by site topography and the locations/characteristics of the existing stream inlet and outlet. Since conditions on site and in the immediate area have not changed, it is not surprising that the wetland boundary has remained static for the past four years. It is worth noting that the New York State DEC now validates delineations for 10 years, in recognition of the fact that wetlands boundaries generally do not change significantly over short periods of time unless there is considerable new disturbance within a watershed.
