The site is located at 203 Ivy Hill Crescent, Rye Brook, NY 10573. The closure report details the remedial activities conducted by Castlton Environmental Contractors, LLC (CEC)of Nanuet,New York. 2.0 BACKGROUND INFORMATION In March 2019, Marlene Follick retained CEC to remove one (1) 330-gallon #2 fuel oil Underground Storage Tank (UST) from the above referenced property. The UST was located in the back of the residence,under the stairs of the deck. On March 1 lth,2019 CEC began removing the stairs to the deck to access the tank. On March 15',2019,after removing the stairs,the crew located the tank, cut it open,vacuumed out the liquid contents and cleaned it with absorbent pads and a squee-gee. Once cleaned, half the tank was removed from the ground—the.other half was supporting the deck. No holes were found along the tank body. However, while utilizing a Photoionization Detector(PID),a localized area of fuel oil impacted soils was observed in the base of the UST grave.CEC reported the discharge and Spill No.1812314 was assigned to the property. After the deck was properly shored up and the rest of the tank removed on April 2nd, 2019, CEC began to remove fuel oil impacted soils on April 8, 2019. 3.0 REMEDIAL ACTIVITIES The following remedial activities were performed at the subject site: Excavation Upon mobilizing to the site,the UST grave was screened with a Photoionization detector(PID)to aid in the detection of the fuel oil impacted soils. Based on elevated field screening results, soil was removed from the base of the UST grave and stockpiled on and under 6 mil polyethylene sheeting to prevent cross contamination with surrounding soils. Subsequent to soil removal,three (3)soil samples were collected from the excavation, (Floor, Footing, 3-Wall Comp). The location of post excavation soil sampling can be found in Appendix 1;as well as a Table summarizing these results; the supporting lab results are presented in Appendix 3. The resulting excavation site following tank and soil removal measured 8'L x 8'W x 8'D. CEC did not encountered bedrock during remedial activities but encountered groundwater at six (6) feet below surface grade in the bottom of the hole. Liquid Waste Disposal Residual tank contents were removed and disposed of by CEC using our NYSDEC licensed vacuum truck. Appendix 2 shows that Castlton's Work Order No. 19964 indicates 55 gallons of 42 fuel, sludge, and water was removed from the UST. All liquid material recovered from the Excavation and UST were transported by CEC to Clean Water of New York, Inc. for disposal, a licensed disposal facility located in Staten Island, NY. The amount of gallons shown on the manifest includes residual waste generated from this site as well as other sites the vacuum truck generated over a period of time. DATE AMOUNT(Gallons) JOB WORK ORDER DISPOSAL FACILITY 3/15/19 55 (UST) 19964 Clean Water of NY Back Ilin The excavation was filled to grade with clean overburden and quarry process provided by Braen Stone Industries located at 589 W Brook Rd,Ringwood,NJ 07456 a licensed quarry. Appendix 2 contains the backfill receipts. Subsurface Characteristics As part of the investigation, the subsurface geology was characterized. Soil encountered during excavation was similar in type and character. The soil beneath consisted mostly of a sandy clay loam. 4.0 POST EXCAVATION SOIL SAMPLING AND RESULTS On April 10'',2019,three(3)post-excavation soil samples were collected from the excavation site (Floor,Footing, 3-Wall Comp). All soil samples were placed into laboratory supplied jars,stored in coolers,and delivered to the laboratory under an appropriate chain-of-custody. The soil samples were analyzed for Volatile Organic Compounds (STARS 8260) and Semi Volatile Compounds (STARS 8270).Analytical services were performed by Phoenix Environmental Laboratories Inc., of Manchester Connecticut; a NYSDEC certified laboratory(NELAC# 11301).The soil samples were interpreted against the NYSDEC Residential Soil Clean-up Criteria. The soil sample Floor yielded one detection,but well below CP-51 Standards. The soil sample Footing yielded nine(9) detections but none exceeding CP-51 Standards and the soil sample 3-Wall-Comp yielded Non- Detect for all constituents tested for. Figure 1 in Appendix 1 visually depicts the soil sampling locations associated with the current investigation as well as a table summarizing the results and the laboratory report of the post excavation soil samples is provided in Appendix 3. 5.0 GROUNDWATER SAMPLING& RESULTS During soil removal,groundwater was encountered in the excavation at a depth of approximately 6' below surface grade (BSG). Due to this, a temporary 4" PVC monitoring well, MW-1, was installed in the excavation during backfilling operations. On 4/29/19 using a Teflon bailer a groundwater sample was collected from temporary monitoring well and sent under the appropriate chain of custody to Phoenix Environmental Laboratories Inc., a NYSDEC certified laboratory (NELAC# 11301).Here the water sample was analyzed for Volatile Organic compounds(STARS 8260) and Semi Volatile Organic compounds (STARS 8270). These results were interpreted against the NYSDEC Residential Groundwater Clean-up Criteria. The results for the groundwater sample yielded eighteen(18) detections with six(6)exceedances. The detections are summarized in Appendix 1-Table 2. The laboratory report of the groundwater analytical results can be found in Appendix 3. 6.0 MANAGEMENT OF EXCAVATED CONTAMINATED SOIL A composite soil sample was collected from the stockpiled soils and analyzed for waste class parameters.Upon approval 4.15 tons of#2 fuel oil impacted soils were transported from the subject property and disposed of at Clean Earth of Carteret, Inc. a licensed petroleum contaminated soil disposal facility, located at 24 Middlesex Avenue, Carteret, NJ 07008. The soil disposal receipts can be found in Appendix 2. 7.0 CONCLUSIONS Our investigation revealed that the removed 330-gallon UST,did not contain any holes in the tank upon inspection by CEC.The tank was cleaned,removed and properly disposed of at Teplitz Scrap Industries of Nanuet,New York. Fuel oil impacted soils were observed within the base of the UST excavation during the field activities. The contaminated soils were removed, stockpiled,and upon approval 4.15 tons of#2 fuel oil impacted soils were transported from the subject property and disposed of at Clean Earth of Carteret.
