Bradbury, Village Administrator Greg Austin, Police Chief Edward Beane, Esq.,Village Counsel Michel Nowak, Superintendent of Public Works Fred Seifert, Public Access Coordinator Shari Melillo,Meeting Secretary 1 6:30 P.M. -EXECUTIVE SESSION: a) Fire Service Agreement with Port Chester Mayor Rosenberg advised that the Villages are still in litigation and he thanked the Rye Brook firefighters as well as the Port Chester Volunteer Firefighters for all their hard work and all they do for both communities. 2 7:30 P.M. -REGULAR MEETING: 3 PLEDGE OF ALLEGIANCE: 4 REPORT/PRESENTATIONS: Page 1 of 7 Board of Trustees February 14, 2017 5 PUBLIC HEARINGS: a) Public hearing for a proposed local law regarding sign permit applications. On a motion made by Trustee Epstein and seconded by Trustee Klein, the Public Hearing was opened when Ms. Frank called the roll: TRUSTEE EPSTEIN AYE TRUSTEE HEISER AYE TRUSTEE KLEIN AYE TRUSTEE REDNICK AYE MAYOR ROSENBERG AYE Mr. Bradbury explained that what this does is it allows the Building Inspector more time to process a sign application. It could of course be done faster to accommodate an applicant if need be, but it just give the Building Inspector some additional time if need be. There being no further questions or comments,Mayor Rosenberg called for a motion to close the Public Hearing. Mr. Bradbury read the resolution: Page 2 of 7 Board of Trustees February 14, 2017 RESOLUTION CONSIDERING A LOCAL LAW AMENDING CHAPTER 250 OF THE VILLAGE CODE REGARDING SIGN PERMIT APPLICATIONS WHEREAS,the Village of Rye Brook Board of Trustees desires to make certain modifications to Chapter 250 of the Village Code to extend certain time frames for the proper review and consideration of sign permit application; and WHEREAS, a proposed local law was introduced on December 13, 2016 to amend Chapter 250 of the Code of the Village of Rye Brook to implement the purpose set forth above; and WHEREAS, on December 13, 2016, the Board of Trustees referred the local law to the Planning Board for consideration and a report and recommendation thereon pursuant to Section 250-143 of the Village Code; and WHEREAS, the Planning Board discussed the local law at its January 12, 2017 meeting and adopted a Report and Recommendation; and WHEREAS, the Board of Trustees of the Village of Rye Brook determines that the proposed action is a Type II Action pursuant to the New York State Environmental Quality Review Act(SEQRA) and therefore no further environmental review is required; and WHEREAS, on February 14, 2017, the Board of Trustees held a duly noticed public hearing at Village Hall to consider the proposed local law, at which time all persons interested were given an opportunity to be heard. NOW,THEREFORE,BE IT RESOLVED,that the Board of Trustees of the Village of Rye Brook hereby approves the above-mentioned local law to make modifications to Chapter 250 of the Village Code regarding sign permit applications. Mr. Bradbury read the resolution: RESOLUTION Considering Creating and Amending Fees for Various Recreation Programs The Village License and Permit Fee Schedule is hereby modified to create fees for new Recreation Programs and amend fees for existing programs: PROGRAM OR SERVICE CURRENT FEE NEW 2016-17 FEE Rye Brook Rebels AAU Basketball camp N/A $245.00 prior to 6/15 (Not listed on the 2016-17 schedule) $295.00 after 6/15 Teaches Basketball Camps (Summer Pro Basketball) Brandon Jennings Camp $425.00 $440.00 Langston Galloway Camp $425.00 $440.00 Future Stars Tennis Clinics Pee Wee Lessons $17.50/session $20.00/session Youth Lessons $27.50/session $30.00/session Adult Lessons $15.00/session $27.00/session Hi Five Pre K Little League Development N/A $110.00 for 7 weeks (New Program) Extended Day Camp N/A $95.00/week (New Program) Trustee Epstein would like to hold off on approving the Adult Tennis until she can get further information on the program cost from Rob Bertolacci. Mr. Bradbury read the resolution: RESOLUTION CONSIDERING THE APPOINTMENT OF AN ADMINISTRATIVE AIDE RESOLVED, that Alexandra H. Frank of 110 Betsy Brown Road, Port Chester,NY is hereby appointed Provisionally to the position of Administrative Aide with the Village of Rye Brook, subject to the Civil Service procedures of the State of New York; and be it FURTHER RESOLVED, that the annual salary is $32,300.00, with an effective start date of February 15, 2017. Mr. Bradbury explained that this is a competitive position and there are currently less than 3 people on the list. Provisional means that when the test is give,Ms. Frank will have to take it,pass it and be reachable in order to stay in the title. Mayor Rosenberg thanked Ms. Frank- she works hard and has done a great job up to this point and has exceeded expectations. Mr. Bradbury read the resolution: RESOLUTION Considering the approval of the minutes for the meeting held on January 24, 2017 NOW THEREFORE BE IT RESOLVED, that the Village of Rye Brook Board of Trustees approves the minutes for the meeting held on January 24, 2017. For Against Susan Epstein x David Heiser x Jason Klein (Moved By) x Jeffrey Rednick (Seconded By) x Paul Rosenberg x 5 0 e) Considering an appointment to the Sustainability Committee Mr. Bradbury read the resolution: RESOLUTION CONSIDERING AN APPOINTMENT TO THE SUSTAINABILITY COMMITTEE NOW THEREFORE BE IT RESOLVED, that Katherine Husseini of 6 Bolton Place is hereby appointed to the Sustainability Committee for a term that shall expire on the first Monday in April 2019. Page 6 of 7 Board of Trustees February 14, 2017 For Against Susan Epstein (Seconded By) x David Heiser x Jason Klein (Moved By) x Jeffrey Rednick x Paul Rosenberg x 5 0 7 ADMINISTRATOR'S REPORT: The Village offices will be closed on Monday, February 20th in observance of Presidents Day The paperwork for the Safer Grant has been submitted which is seeking funds for the 2 additional firefighters and we should know something by September The Village wanted to say thank you to the DPW and Parks staff on a job well done during the recent storms.....they do a great job - these have been some unique storms with many challenges and they handle them perfectly. The sewer system evaluation study was just completed and sent to the County. It is a lot of work and a lot of money making sure infrastructure is maintained - about$108,000 authorized to have our Engineering Consultant go out to bid.
