Convene Meeting:
Parks and Recreation Advisory Council Chairman Buzin called the meeting to order at
8:02pm.
The following Members of the Parks&Recreation Advisory Council were present:

I. Minutes:
a. Approve November 1,2016 Minutes:
Chairman Buzin asked for a motion to accept the November 1,2016 minutes.
Council Member Keilman made the motion to accept the November 1, 2016 minutes and
Council Member Zahl seconded the motion.The minutes were accepted and approved.
IL Public View Points:
There were no public view points to report.
111. Rye Brook Travel Baseball/Rye Brook Recreation Rookie League
Superintendent Bertolacci said that he had reached out to RBTB to inquire about their Spring
Rookie League. He met with them to see if maybe we can work together for a better program.
RBTB has their contacts for which they would use for the program. General thoughts are
Weeknight practices and weekend games. Playoffs very similar to their summer. Village to
supply uniforms and fields. RBTB to supply coaches and work with Village to run the program.
There has been no conversation about financial arrangements.
Chairman Buzin said that they need us and we need them.Council Member Tillison said that it's
frustrating to have an organization that's conflicting with us. He also mentioned that there is no
reason that we can't run this program ourselves. Council Member Tillison will contact Andrew
Rogovic and Lee Goldstein to set up a meeting with the Little League Committee. Chairman
Buzin said that he would also like to attend.

IN'. Superintendent's Report:
4.1 Winterfest—December 2°a
Superintendent Bertolacci said Winterfest had a good sized crowd. It had 5 sponsors and
brought in about$1,500 at the concession. There was a giant sleigh ride,3 ice sculptures,train
ride, Santa, crafts, our T Shirt Launcher, tree and menorah lighting, and the HS Choir. It ran
from 5-9pm at Pine Ridge Park.
Chairman Buzin mentioned that the event was great and wanted to thank the entire Village staff
for their efforts.
Council Member Tillison thought that we should get rid of the snow at the bottom of the slide
because his son had sand in his clothes from the snow. He also mentioned that parents need to
take responsibility for their children. They were letting their children run around and destroy
things. In addition, he noted that children were getting caught up in the strings holding up the
blow ups. Lastly, he questioned whether we need to publicize the sponsors in the ice. Also,
there were issues with the T shirt launcher with collisions and pile ups.
Council Member Saghir mentioned that the event targets the younger kids. We need to have
something for the middle school aged kids. Council Member Tillison commented that no matter
what we have,that age group will not come out. They are more apt to j ust hang out.
4.2 After School Program Update
Superintendent Bertolacci said as of January,the After School program has brought in$104,000
and for the month of January there are 46 children registered in the program. He surveyed the
families in the program at the end of October and received only one response which was
positive. He plans to do it once again at the end of January.
4.3 Rye Brook Athletic Field—Turf Replacement
Superintendent Bertolacci said there is a meeting next week to discuss the layout of the field,talk
about other fields in the area and discuss how to move this field replacement project forward.
Chairman Buzin mentioned the three presentations before the Village are Shaw,Field Turf and A
Turf. The existing turf is Field Turf. There are issues with the spacing of the fibers as it ages
because there are less fibers,the rubber pellets are more visible(ie: baseball field red turf area).
The Village is leaning toward the A Turf product. Council Member Keilman will reach out to
the Buffalo Bills to get their perspective on the A Turf product because he is friendly with the
ownership group. He will try to get the information prior to the Wednesday, January 18u`field
committee meeting.
V. Reoreanize Subcommittees
For now,Council Member Keilman will be placed on the Baseball Subcommittee. Additionally,
the Council discussed waiting for new members to join the Parks&Recreation Advisory Council
before reorganizing the subcommittees.

V1. Basketball Subcommittee Report—Mike Keilman:
6.1 Player Conduct/Technical Fouls
Chairman Buzin commented that in some cases that there is a badge of honor among kids to
get technical fouls called. He thought that kids with more than one technical foul should be
disciplined. He asked if this should be part of the code of conduct. Council Member Tillison
commented that different refs have different tolerance levels for technical fouls. You might
catch a referee on a bad day and he won't take any nonsense,whereas on another day or another
referee you can get away with a lot more. He mentioned in one of his games,the referee said he
warned his player numerous times and finally called a technical foul on him. These referees
need to let the coaches know of these warnings so the coaches can calm the situation.
The Recreation Department will send out an email this week that technical fouls will not be
tolerated in Recreation Basketball. If you receive technical fouls during the season, it could
affect your eligibility for the County Center teams.
We need to have a conversation with the refs as to what they deem constitutes a technical foul
and compare that to what Recreation's perspective is and we need to communicate this
information to our coaches and players so they can adjust to what is expected.
VIL Grievance Subcommittee Report-Adam Zahl:

VIII. Baseball Subcommittee Report-Scott Tillison:
There was nothing new to report.

10.1 Village Budget
There was nothing to report.
XL Adjournment:
Chairman Buzin asked for a motion to adjourn the meeting. Council Member Tillison made the
motion to adjourn the meeting and Council Member Keilman seconded the motion.All approved
and the meeting was adjourned at 9:20pm. The next meeting of the Parks and Recreation
Advisory Council will be held on Tuesday,February 7,2017 at 8:OOpm.
