HomeMy WebLinkAbout2016-11-01 - Parks and Rec Advisory Council Meeting Minutes MINUTES OF THE VILLAGE OF RYE BROOK PARKS AND RECREATION ADVISORY COUNCIL 938 KING STREET RYE BROOK,New York 10573 November 1,2016 Convene Meeting: Parks and Recreation Advisory Council Chairman Buzin called the meeting to order at 8:05pm. The following Members of the Parks & Recreation Advisory Council were present: Advisory Council Members: Chairman Buzin, Susan Gardner, Michael Keilman,Emma Saghir, Adam Zahl Absent Parks & Recreation Advisory Council Members: Scott Tillison Recreation Department Members: Robert Bertolacci, Parks and Recreation Superintendent Jennifer Leichter, Office Assistant I. Minutes: a. Approve October 6,2016 Minutes: Chairman Buzin asked for a motion to accept the October 6, 2016 minutes. Council Member Keilman made the motion to accept the October 6, 2016 minutes and Council Member Zahl seconded the motion. The minutes were accepted and approved. II. Public View Points: There were no public view points to report. III. Superintendent's Report: a. Winterfest 1.) December 2na Superintendent Bertolacci said Winterfest will take place on December 2nd from 5-9pm at Pine Ridge Park. He said he had 4 sponsors on board as of now and 2 potential, interested sponsors. He said we will be doing the ice sculptures again and instead of dodgeball which was a flop last year,we will have a giant slide so that we can have a sleigh ride for the kids. He said we ordered a T-shirt launcher, which will be used at this event and other Recreation events. The sponsor's names will be on the back of the T-shirts. He said he is not sure what he is going to do yet in the way of food. b. Day Camp Superintendent Bertolacci said he had distributed the day camp evaluations to the Council last month and if they had any questions to please feel free to ask him. He said day camp went well. 1168377.1 Page 1 of 3 c.After School Program Update Superintendent Bertolacci said the revenue number was about $68,440 as of today which is up $13,000 from last month. He explained that one can sign up and pay for the program monthly or one can register for the entire year and pay the whole year upfront. Chairman Buzin said before we move on to the next topic, he wanted to commend Superintendent Bertolacci & the Recreation staff for the Bigelow presentation & clinic last week as he had gotten some very positive feedback about it. He said the clinic had a big turnout although he was not present for it, but he was at the presentation and the turnout was small. Council Member Saghir said she had one criticism which was that Bob Bigelow went on about the same point for too long. She said she got the point early on but he gave a lot of good examples. She said she enjoyed it but wished it was a little shorter. Chairman Buzin said he felt as though Bob Bigelow had to fill the time as it was 2 hours but he agreed with Council Member Saghir that it could have been done in an hour or an hour and 15 minutes. Council Member Saghir suggested that going forward we have an event like this on a Saturday instead of a week night. The Council agreed that this was a good idea. IV. Reorganize Subcommittees The Council tabled this matter until the next meeting, December 6th. Chairman Buzin said as far as the subcommittee reports go there is nothing to report right now but next month there will be for basketball and such. V. Basketball Subcommittee Report—Mike Keilman: There was nothing new to report. VI. Grievance Subcommittee Report-Adam Zahl: There was nothing new to report. VII. Baseball Subcommittee Report- Scott Tillison: There was nothing new to report. VIII. Old Business: There was no old business to report. IX. New Business: a. Village Facilities Superintendent Bertolacci said the school handles the school, the Village handles the Village and there is a priority list of who gets what and when. He said the Village is third on the priority list on the school facilities and the school is second in priority on the Village facilities. b. School Facilities In terms of facility usage, the school is first, the PTA is second and the Village is third on the school facilities. Chairman Buzin said we have to get approval from the school to use their facilities and there is a protocol we have to go through. 1168377.1 Page 2 of 3 c. Village Budget Superintendent Bertolacci asked Council Member Keilman if he wanted to talk about the budget. Council Member Keilman said he wanted to review the paperwork first and asked if they could discuss it at next month's meeting. Superintendent Bertolacci said that would be fine. Council Member Saghir asked what was happening with obtaining a new facility. Council Member Keilman said we were told not to think about it as there is no money to do it. Superintendent Bertolacci mentioned that the Village Administrator said it was fine for the Council to think about. Superintendent Bertolacci suggested talking to the Parks & Recreation Advisory Council liaison about the matter and getting the Village Board's thoughts on obtaining a new facility. The Council discussed the fact that everyone likes the idea of swimming pools conceptually but not financially. Council Member Saghir said a community center would be good for a Halloween party and other events and the Village would make money from it. She said to leave out the pool as we are more in need of a community center as the kids have nowhere to go. Superintendent Bertolacci responded that we need a community center centrally located in the village as we have one at the end of the Village, the senior center. Chairman Buzin said it would be nice if we could do something at 900 King and piggyback on to Village Hall property. Council Member Saghir said a community center is a safer environment for the kids than anywhere else. The Council agreed it is a good idea but it comes down to the issue of money. X. Adjournment: Chairman Buzin asked for a motion to adjourn the meeting. Council Member Zahl made the motion to adjourn the meeting and Council Member Gardner seconded the motion. All approved and the meeting was adjourned at 8:40pm. The next meeting of the Parks and Recreation Advisory Council will be held on Tuesday, December 6, 2016 at 8:00pm.
