Call to order called to order the regular meeting of the Rye Brook Airport Advisory Council at 7:00 pm on October 6, 2016 at Rye Brook Village Hall. II. Roll call The following members were present:Geri Depinto,Linda Landesman,Stewart Simon,Peter Schlactus, Jack Robinson. Public:J.Abel of the Westmore News. III. Old business • Airport Master Plan:Per the acting Public Works Commissioner,Thomas Lauro,7/28/16,the county has submitted the Airport Master Plan to the FAA for input.The County will review the FAA recommendations and eventually schedule a public meeting.There was no timeframe given for when this would occur.Advance public notice is required. • Discussed the County's lack community involvement and information regarding the Airport Master Plan. "Update"on 10/7/2016:The Federal Aviation Administration(FAA)is circulating Federal Aviation Administration(FAA)Draft Advisory Circular(AC)150/5050-4A,Community Involvement in Airport Planning,to industry associations for comment.Here is the FAA's policy statement and links to the documents. FAA's Community Involvement Policy The FAA has a Community Involvement Policy Statement establishes the agency's commitment to community involvement.The goals of the policy are to: • Provide active,early,and continuous public involvement. • Provide reasonable public access to information. • Provide the public an opportunity to comment prior to key decisions. • Solicit and consider public input on plans,proposals,alternatives,impacts, mitigation,and final decisions. • http://www.faa.gov/documentLibrary/media/Advisory Circular/draft-150-5050-4a-industry letter.pdf • This Draft Advisory Circular is available and can be viewed at the FAA Airports website: http://www.faa.gov/airports/resources/draft_advisory circulars/ • Terminal Use Agreement"TUA":The County Executive's proposed change is still in committees of the WC Board of Legislators as they continue the due diligence process. • Peter Schlactus briefed the committee regarding his conversation with the Mayor& Legislator Gelfarb regarding the status of the Terminal Use Agreement.Legislator Gelfarb spoke with me as well on 10/7/16 to confirm that no action is imminent on the County Executive's proposal for the remainder of 2016 • The Village of Rye Brook has provided current information regarding this matter for the community on the Village website. Pace 142 IV. New business A. RBAAC residents'airport watch list:Discussed and agreed the following are the areas of focus for this council: 1. Airport Master Plan- community involvement 2. Terminal Use Agreement—implications of the changes proposed by the County Executive 3. Environment related projects:Storm Water Management upgrade,Aircraft deicing fluid collection improvements,Obstruction removal at Runway Safety Ends 4. Noise monitoring B. Community concerns regarding the potential lack of representation on the Westchester County Airport Advisory Board by a resident of the community to insure the county gets feedback from our community in addition to that it receives from the village and individual residents. C. Question concerning who is responsible for clearing trees/screening from the property adjacent to the airport @ Lincoln Ave a. Resolved per the following clarification provided to the RBAAC by Chris Bradbury, Administrator Village of Rye Brook b. "Regarding the tree removals,the airport is required to cut the trees for the planes arriving/leaving since the compost site is in the runway pattern(Z-1 Airport Instrument Approach Zone). The village did not cut them,although when we heard they we going to cut trees we did get them to plant all of the new row of screen trees on Lincoln Ave along the compost site." D.
