ADVISORY COUNCIL ON ENVIRONMENTAL CONSERVATION
REGULAR MEETING
VILLAGE HALL, 938 KING STREET
Tuesday, September 12, 2006 - 8:00 p.m.
Minutes of September 12,2006 Meeting
A special meeting of the Council was held on September 12, 2006 at 8:10 PM at the
Village offices with Harvey M. Schiller, Chair, presiding. Present were Council
members: Suzan Porto, Joel Simon and new member Margaret Veith-Heib. Excused:
Stephen Lurie and Ken Heller. The Council is short one member, awaiting an
appointment by the Village. Representing the Village was the Asst. Village Engineer,
Michael Novak, our liaison representative with the Village. Our Village liaison trustee,
Michael Brown,regretted that he was unable to attend due to prior commitment.
Purpose of the meeting: To continue our progress on our previous July 18/06 and
Aug.15/06 meetings, in recommending revisions to the Village Code 235 TREE, and
finalize recommendations.
We welcomed our latest member, Margaret (Meg) Veith-Heib, appointed for a term to
end April, 2009.
As is our custom in rotating the job of our meeting secretary, Meg was appointed
Meeting Secretary for this meeting.
The Minutes of the Aug. 15/06 meeting was read and corrected to indicate that Council
member Ken Heller was excused. The minutes were accepted as corrected.
Ken Hell was also excused from this meeting to represent our Council at a Public
Hearing tonight, at a meeting of the Village Board of Trustees, relating to the 'Bowman
Ave. Development." He is well qualified to comment on this project as he has closely
observed it since its inception several years ago. He will give his report to us at our next
meeting. At which time we will have the option of making any comments to the Board on
preferences and environmental guidelines for site planning and wetland development.
Chair Harvey Schiller had to leave the meeting at this point, and Vice Chair, Joel Simon
took over.
Council member Suzan Porto recommended that she be notified if wildlife is nesting or
noticeable, i.e. birds,hawks,raccoons, specially in May.
It was recommended to reduce tree removal fee for Senior Citizens (65+). Also appeals
process,revision fee definition,recommended by Mike Nowak.
We continued a very productive, orderly discussion, section by section, everyone present
participating, covering to Section 235-12. Tonight we covered Article II Street
Excavations and Work Performed in Right-of Way. Section 215-4 thru Section 215-8,
which concerns recommendations and approvals needed by our Advisory Council on
Environmental Conservation. Upon completing our project of revising this Village Code,
we will submit our recommendations to the Board for their consideration.
Asst Village Engineer, Michael Nowak,will arrange to have the final draft prepared
showing both the deleted and changed versions of the Code.
Next meeting is scheduled for TUES. OCT. 3/06
