ROLL CALL: PLEDGE OF ALLEGIANCE: Comprehensive Plan Work Session– 6:15 P.M. ACTION ON NON-AGENDA MATTERS SUBJECT TO THE CONSENT OF THE TRUSTEES PRESENT AT THE MEETING THE NEXT TRUSTEES MEETINGS: December 11 and January 8, 2007 BOARD: Mayor Lawrence A. Rand Trustee Michael S. Brown Trustee Joan L. Feinstein Trustee Paul S. Rosenberg Trustee Patricia Sanders Romano STAFF: Christopher Bradbury, Village Administrator David Burke,Assistant to Village Administrator Marilyn Timpone Mohamed, Planning Consultant Amanda Kandel,Village Attorney Mayor Rand welcomed the Board and Staff to the Special Meeting for a work session to discuss an envisioned Rye Brook Comprehensive Plan. Mayor Rand asked Trustee Sanders Romano to provide information on the activities of the Comprehensive Plan Implementation Committee. Trustee Romano stated the Village has done several studies in the past, but these were just `piecemeal' and the Village should consider an encompassing document for the entire Village. The Committee has been working very hard on putting together a draft RFP for the Boards consideration and comments. Mr. Bradbury then stated the Comprehensive Plan Committee has outlined several areas that may encompass the scope of work for a Comprehensive Plan. A Comprehensive Plan is a very large document and can take several years to finish. The purpose of the meeting was to get thoughts and feedback from the Village Board regarding what they believe are the most important issues the Comprehensive Plan should explore. The Committee must limit their expectations of a Comprehensive Plan to specific areas or the final plan will be too large, take to long to finish, and exceed the amount the Village would like to pay. Mr. Bradbury also stated the Committee met with Ed Burroughs of Westchester County to discuss ways in which the County can assist Rye Brook with their plan. Westchester County is beginning the process of creating a plan for the county and can provide information to share the cost, information and technical resources with local municipalities. The members then discussed the importance of creating a master plan. Mayor Rand stated this comprehensive document would be essential for future Boards to base future policy direction and decisions around. This document is to provide the `growth map' for the Village and provide the document to refer back to for years to come. Mr. Bradbury then stated the number of members on the Comprehensive Plan Committee and where the members should come from was an area he was looking to receive feedback. Marilyn Timpone Mohamed,Village Planning Consultant stated the number of members is crucial, not to have the committee to large or small; a diverse group is needed,yet small enough where the task is accomplished. Trustee Feinstein stated that she believed a larger group than initially suggested was needed to provide several perspectives to the Committee. Mayor Rand stated the Public Outreach and consultation process would eliminate the need for so many members, and a working group of no more than twelve would be ideal. The Board is going to consider the number of representatives and who/what they represent at the next work session. Trustee Feinstein stated she would like to see environmental policy/issues play a more important role within the plan. At the next work session the Trustees were going to prioritize their `scope' list to what they believe is the most important for the Village to include in the Comprehensive Plan. The Board adjourned to executive session at 7:15 p.m.
