Absent: Commissioners Brackman, Varbero, Russo, Ferraro and Trustee Liaison Trustee Romano. Convene Meeting: Meeting called to order by Chairman Appelbaum at 08:00 PM. Approval of Minutes: Motion made to accept the minutes of the 08/06/2007 Traffic Commission meeting as is by Chairman Appelbaum. Seconded by Commissioner Blank. All in favor. Report to Commission: 1- The Traffic Commission would like to contact the proper authorities in Greenwich Connecticut requesting restoration of the right turn on red coming east bound on Anderson Hill Rd onto south bound King St. The commission feels this may reduce traffic congestion at this location. However Greenwich officials state that Greenwich residents are not in favor of restoring the right turn on red. Greenwich residents feel that the no right on red gives them a"break" in the flow of traffic allowing them easier access onto King St from their side roadways east of King St. 2- The fallen tree and dangerous branches along the westbound side of Westchester Ave was turned over to the Rye Brook Building Department to determine ownership of said trees. These trees were determined to belong to the property owners of Avon Circle. A letter was sent by the building department requesting that they correct this situation. 3- The traffic tubes are still not operational at this time, but the necessary parts are being ordered. Old Business: 1- Ms Catherine Henningsen of 27 Whittemore Place was present at this meeting to request that a yellow no parking curb be painted in front of her walkway. Ms Henningsen had previously requested a handicapped parking space in front of her home and this request was discussed by the commission and it was determined that this condition does not meet the requirements for a handicapped parking space. The commission further discussed the request for a yellow no parking curb at this location. The commission believes that the placement of a no parking zone in front of 27 Whittemore Place does not meet the requirements for a no parking zone. The parking situation at this location may be an inconvenience to the resident, but is not illegal or in violation of any local ordinance. Furthermore Ms Henningsen is not the owner of the property located at 27 Whittemore Place and any requests for changes in parking at this location should be made by the owner of said property. New Business: 1- There have been complaints by residents of vehicles speeding down Pine Ridge Rd from Mohegan Lane to Lincoln Ave. The commission recommended a study be done when the traffic tubes are operational and if manpower allows a police officer be posted at this location to observe and correct any illegal operations of a motor vehicle. 2- There have been complaints that motorists are using Sunset Rd as a cut through from Lincoln Ave to Westchester Ave to avoid the traffic control device at the intersection. It has been suggested that the commission look into making Sunset Rd a one way street traveling east bound and exiting onto Lincoln Ave to correct this situation. 3- Request that the traffic commission look into ways to increase the safety of drivers and pedestrians traveling around the blind turn located in the middle of Bonwit Rd. This matter was tabled for discussion at the next traffic commission meeting. Meeting adjourned: 08:46 pm. Next Meeting: November 5`h, 2007 at 8:00 pm.
