HomeMy WebLinkAbout2007-09-24 - Sustainability Committee Meeting Minutes Village of Rye Brook Advisory Council on Environmental Conservation APPROVED SEPTEMBER 24/07 MINUTES A SPECIAL meeting of the Council was held on SEPTEMBER 24,2007 at 8:05 PM at the Village offices with Harvey M. Schiller,Chair,presiding. As is our custom of rotating the position of our Meeting Secretary,Joel Simon was appointed Meeting Secretary for this meeting. Also present were Council members: Freedman(late arrival),Porto,Raphael, Schiller,and Veith-Heib. Excused: Heller. Junior Civil Engineer Michal Nowak,was present as our Village liaison representative. The Minutes of the previous meeting July 24/07 were approved as presented Purpose of Meeting: Public Hearing on Appeals for the Denial of Tree Removal Permits on the following cases 1. Hyatt: Continued July 24/07 adjournment for removal of 1 oak tree. Presentation of letter from Cahilly's Horticultural Services,dated 9/02/07 recommendation conclusion "...professional opinion that this tree should be removed at the first opportunity...." Moved: Simon Second:Schiller Freedman:not yet present Heib:Y Porto:Y Raphael:Y Simon:Y Chairman Schiller:Y Permit to remove APPROVED with Condition that an Oak Tree is planted in vicinity of the removed tree within a reasonable time. 2. Arnas Residence located at 709 Westchester Avenue,Continued hearing regarding the removal of 3 White Pines. Previously approved,but with conditions which were not accepted by Mr Arnas. Triglia Residence,436 North Ridge Street-Removal of a Sugar Maple Tree. Tree was declared dead by Village Engineer but"species protection" status requires approval by Advisory Counsel on Envir. Committee was presented with a Tree removal Request by Susan Epstein for removal of White Pine. (Too close to house) Moved: Simon Second: Schiller Freedman:yes Heib:No Porto:Yes Raphael:Yes Simon:Yes Chairman Schiller:Yes Permit to remove APPROVED Discussion was held pertaining to request by Veith-Heib to look into the brook condition in the rear of her property. That part of the brook is owned by the property owner who is responsible for its maintenance. This is the continuation of the Eastern Branch of Blind Brook flowing from Rich Manor Park (Village Property). Chairman Schiller related that this problem is part of the County Flood Control Plan now under consideration for improvements. Maintenance of streams running through person's property is the responsibility of said property owner. Meeting was ADJOURNED at 9pm. The next meeting will be held as needed.
