Advisory Council on Environmental Conservation
Oct. 21, 2008 Meeting
A special meeting of the Council was held on Oct. 21, 2008 at 7:40 PM at the Village offices with
Harvey M. Schiller, Chair, presiding.
As it is our custom to rotate the position of our Meeting Secretary, Vice Chair Joel Simon
was appointed Meeting Secretary for this meeting. Present were Council Members: Bacchioni,
Porto, Schiller, Simon, Veith-Heib, Heller and Raphael. (Full authorized membership)
Junior Civil Engineer Michal Nowak was present as our Village liaison representative.
Also present was property owner: Mr. Nethercott, 141 N Ridge St.
The Chair then requested a Motion to temporarily adjoined the meeting to a Conference Room for
an Executive Session. Motion to comply by Simon, seconded by Raphael. Vote: YES by
Bacchioni, Porto, Schiller, Simon, Veith-Heib, Heller and Raphael. (All).
At the end of the Executive Session, the meeting reconvened for the Public Session.
Purpose of continuing the meeting was Public Hearing on Appeals for the "Denial of Tree
Removal Permits" on the following case.
Nethercott Residence, 141 North Ridge St., removal of a 28" DBH White Pine. (Adjoined from
Sept. 2/08)
DISCUSSION: Reviewed previous Appeal and Oct. 9/08 letter from Certified Arborist, Emerald
Tree Care Co. declaring the tree a "Class A Hazard" and recommended removal.
ACTION: Motion made by Simon to GRANT removal permit and plant 2 evergreens, (after 9
mo) 7-8 ft
Seconded by Raphael.
VOTE: Schiller yes; Porto yes; Viet-Heib yes; Simon yes; Bacchioni yes; Raphael yes: Heller
abstain.
Motion to APPROVE Permit Granted, with conditions.

NEW BUSINESS: For discussion at next meeting. Proposal to construct a Flood Water Detention
Basin for 2 million gallons of water on Meadowlark Park. This would entail the loss of almost 2
acres of virginal, original 100's of Mature Native Trees and Wetlands both plants and indigenous
animal life, and completely destroy the environment of one of the very few Natural areas owned
by the Village! Not all members were aware of this Environmental loss. Village Engineer, Victor
Carosi, explained some of the details. The members were urged by the Chair to familiarize
themselves with this project.
Chair adjourned the meeting at 9:10 pm
