HomeMy WebLinkAbout2008-06-02 - Traffic Commission Meeting Minutes Minutes of a meeting of the Traffic Commission 06/02/2008 Village of Rye Brook 938 King St. Rye Brook, N.Y. 10573 Members present on this date: Chairman Appelbaum, Commissioners Heiser, Walter, Blank and Berman. Members absent on this date: Commissioners Brackman, Rednick and Ferraro. Liaisons: Sergeant Davison (present) Trustee Romano (present) Convene Meeting: Meeting called to order by Chairman Appelbaum at 08:04 PM. Approval of Minutes: Motion made to accept the minutes of the 04/07/2008 Traffic Commission meeting as is by Commissioner Blank, seconded by Commissioner Walter. All are in favor. Report to Commission: Nothing reported to the Traffic Commission. Old Business: Mr Mintz of 3 Pine Ridge Rd attended the meeting to voice his concerns about vehicles speeding on Pine Ridge Rd. Ms Mintz suggested a reduction in the speed limit and possible placement of speed bumps on Pine Ridge Rd. Mr Mintz was informed that this situation was discussed at the 02/04/2008 Traffic Commission Meeting and that a survey conducted by the Rye Brook Police Department recorded no vehicles traveling in excess of the posted 30 mph speed limit. Mr Mintz also indicated that the traffic flow on Pine Ridge Rd is exceptionally heavy for a small back road, but this is a condition due to the fact that Pine Ridge Rd is one of only two roadways that can be used as a through street to and from Lincoln Ave. Mr Mintz also suggested that the village look into mounting traffic cameras on his street that would record vehicle speeds and issue summons for recorded violations. The Commission feels that the traffic flow condition can not be corrected and that reducing the speed of Pine Ridge Rd is not warranted and would be unenforceable. The Commission further feels that the reduction of the speed limit would set a precedent that would result in the request of the majority of the village residents wishing to also reduce the speed limits on their streets were no documented incidents or accidents have occurred. Sgt Davison checked the Rye Brook Police accident reports for Pine Ridge Rd and determined that there have only been two accidents on this roadway in the past ten years and that both incidents had extenuating circumstances. Mr Mintz was informed that when the police department traffic tubes were operational they would be placed on Pine Ridge Rd to survey and document the speeds of vehicles traveling through the area. New Business: The Traffic Commission requests that the Rye Brook Police Department document any intersections and/or roadways were the view is obstructed by overgrown bushes, hedges, trees or limbs. A blotter entry will be made and the location reported to the Rye Brook Highway Department for removal of the obstruction. If the growth obstruction is on private property it is requested that the police speak with the resident and ask them to clear the obstruction. The commission reviewed the letter written by Ms Patricia Friend Douglass of 28 Ridge Blvd Port Chester NY in reference to the need for an additional stop sign at the corner or Ridge Blvd and Windsor Rd. At this time the intersection is a three way stop with no stop sign west bound on Ridge Blvd at Windsor Rd. Ms Douglass gives several reasons that she feels contributes to the need for a stop sign a this location such as; Speeding vehicles, layout of the roadway, pedestrian traffic because of the absence of sidewalks and near miss accidents at the intersection. The Commission agreed that roadway conditions referred to by Ms Douglass are within the Village of Port Chester and can not be addressed by this commission. As for the speed of traffic traveling through the neighborhood the commission acknowledges that this may be a valid issue, but that stop signs are not used to reduce the speed of motorists. The reference to near miss accidents was investigated and according to the accident reports filed with the Rye Brook Police Department there has not been an accident at this location since 1989. In the letter written by Ms Douglass she states that the intersection of Ridge Blvd and Windsor Rd is a three way intersection and that there is no signs warning oncoming traffic if this condition. Sgt Davison checked on this condition and agrees with Ms Douglass. It is the requested by the Traffic Commission that three way signs are posted on the three mounted stop signs at this location. This will inform motorists of the traffic flow requirements at this intersection. The commission also requests that the police department monitor this roadway and intersection to determine if any further action be taken. Meeting adjourned: Motion by Chairman Appelbaum.
