Convene Meeting: Meeting called to order by Chairman Blank at 08:00 PM.
Approval of Minutes: Motion made to accept the minutes of the August 3, 2009 as is by
Commissioner Heiser, seconded by Commissioner Berman. All are in favor.
Old Business:
1- Yield sign on Pine Ridge and Mark Drive has been erected. Homeowner, whose
overgrown plantings were in line of sight was spoken to and requested his own
landscaper handle the pruning. Highway Dept. will follow up.
2- In anticipation of his absence at the Oct. 5th meeting, Sgt. Davison notified the
Commission, by e-mail, he was unable to put the traffic tubes out on Hillcrest
Avenue due to the layout of the roadway with multiple intersections, driveways
and numerous parked vehicles. If the required tube pattern could not be laid out
properly the operation would not be effective. The members of the Commission
acknowledges this is an enforcement issue, nothing further to be done by
Commission.
3- In response to a request made by members of the Traffic Commission that
observation of Knollwood Avenue be conducted to determine if vehicles parked
on both sides of the street constitutes a dangerous condition for motorists and
emergency vehicles, Chairman Blank read an e-mail from Sgt. Davison with his
personal observations. Sgt. Davison feels the street is not wide enough for
parking on one side only. Motion was made by Commissioner Berman,
seconded by Commissioner Applebaum, to pursue alternatives with the thought
of corrective action concerning emergency vehicles. Further discussion to be
had. All in favor.
4- During April 6, 2009 meeting, discussion took place concerning visibility
obstructions at intersections. These types of obstructions are most often due to
overgrown foliage on both village and private properties. A suggestion was made
by Commissioner Heiser that in addition to having the Rye Brook Highway
Department and Rye Brook Police Department document such obstructions as has
been done in the past, the village might consider adding a feature to the Rye
Brook Website for the reporting of any visibility obstructed intersections by
residents. Motion made by Commissioner Heiser and seconded by Commissioner
Brackman.
Absent any action taken to this request, the Commission asked Chairman Blank to
write a letter to Liason Trustee Romano and the Board asking they urge the
Village residents, via announcement at a board meeting, to partake in the
reporting of obstructions and the Board consider a adding a reporting vehicle on
the Village website.
New Business:
1- A request was made by a resident of Ridge Boulevard to erect a stop sign on
Ridge Boulevard at Windsor Rd. (eastbound). (Prior to the meeting, Chairman
Blank advised the members of this request and asked they visit the site prior to
the meeting so a decision could be made in a timely manner.) After a discussion
and input (via e-mail) from Chief Austin was read, members of the Commission
concurred.
Currently there is a three-way stop in that intersection, but traffic coming from
Ridge Street does not have to stop. Because drivers do not have to stop at
Windsor Road there is a limited sight line because of the hill past the intersection;
pedestrians or parked or stopped cars cannot be seen until cars come over the crest
of the hill, which is in Port Chester. Having cars to stop at Windsor Road will
give drivers a chance to proceed over the hill more slowly.
Motion was made by Commissioner Berman to recommend a stop sign be erected
on Ridge Boulevard at Windsor Road, seconded by Commissioner Heiser.
Meeting adjourned: Motion by Commissioner Lombardi. Motion seconded by
Commissioner Applebaum. All are in favor 08:50 pm.
