Liaisons: ®Sergeant Arnold ❑Trustee Marrow Convene Meeting: Meeting called to order by Chairman Blank at 8:05 PM i Approval of Minutes: Motion -made to accept the minutes of the 4/11/11 Traffic Commission meeting as is by Comm. Heiser, seconded by Comm. Appelbaum. All are in favor. Report to Commission: Sgt. Arnold will check with the Village Administrator on issues from the 4/11/11 meeting that were approved, those include parking issues on Grant Street and Crescent Place. Sgt. Arnold will also check with the Village Administrator on referring the possible problems with line of site issues at the corner of Wilton Road and Beacon Lane being caused by Hedges at that location. Old Business: On 5/9/2011 at approximately 1100 hrs I set up the Rye Brook Police Departments traffic counter. This equipment registers vehicle speeds and logs the number of vehicles that travel the area at different times of the day. This survey equipment stayed in place until 5/16/2011 until 1400 hrs when I personally dismantled the equipment. Traffic Study data from Beacon Lane and Wilton Rd.,were given to the Traffic Commission. Results are as follows: Total Vehicles Average Speed %under 25 mph 5/9/11 409 13.9 mph 99 5/10/11 313 14 mph 98 5/11/11 325 14.3 mph 98 . 5/12/11 348 14.1 mph 99 5/13/11 348 .13.7 mph , 99 5/14/11 326 13.7 mph 99 5/15/11 279 13.9 mph 99 5/16/11 113 13.4 mph 97 Only 7 vehicles were observed operating above 35 mph during the entire survey. Due to the above results the Traffic Commission will not be recommending the Board of Trustees approve a stop sign at the above location. A letter will be sent to The Hirsch's. New Business: There was discussion on the need of a crosswalk opposite the entrance to Crawford Park on North Ridge Street in response to a letter received from Jason Klein on 5/8/2011. Due to the fact that the Road is currently owner by Westchester County and a complete engineering study would have to be conducted no motion was made at this time. The Traffic Commission also looked at a study entitled "Safety effects of marked and unmarked crosswalks, Federal Highway Administration(2/02) FHWA-RD-01-075" The Traffic Commission would also like to recommend that the Building Department look at possible line of site problems on the corner of Fairlawn Parkway and North Ridge Street caused by Bushed and Pine Trees. At the 4/11/11 Traffic Commission Meeting I was tasked with conducting a traffic study in the area of Wilton rd @ Beacon Lane. This was due to a complaint that vehicles are speeding in the area. On 5/9/2011 at approximately 1100 hrs I set up the Rye Brook Police Departments traffic counter. This equipment registers vehicle speeds and logs the number of vehicles that travel the area at different times of the day. This survey equipment stayed in place until 5/16/2011 until 1400 hrs when I personally dismantled the equipment. 1 UDuring the week the equipment was in place patrol officers did monitor the area to assure that the equipment was not tampered with. I personally set it up and when I dismantled the equipment it was in the exact location and condition as when I set it up.
