HomeMy WebLinkAbout2015-06-01 - Traffic Commission Meeting Minutes DRAFT Traffic Commission Meeting Minutes DATE 06/01/2015 Village of Rye Brook 938 King St. Rye Brook,N.Y. 10573 Members present on this date: ®Chairman Appelbaum, Commissioners: ❑ Lombardi, ❑Gordon, ® Briganti, ® GottIieb and ® Russo Members absent on this date: ❑Chairman Appelbaum, Commissioners: ® Lombardi, ®Gordon, ❑ Briganti, ❑ Gottlieb and ❑ Russo Liaisons: ® Chief Austin ® Mayor Rosenberg Convene Meeting: Meeting called to order by Chairman Appelbaum at 7:00 PM Approval of Minutes: Motion made to accept the minutes of the 4/9/15 Traffic Commission meeting as is by Comm. Briganti, seconded by Comm. Gottlieb. All are in favor. Report to Commission: 15 Members of the Community who live on Hawthorne Avenue attended the meeting to discuss speeding on Hawthorne Avenue. Chief Austin reported that the department radar sign has been up since the beginning of May and has been conducting a speed survey of the area. A sample of the data collection is as follows: 5/12/2015 - 5/20/15 (with the display) Average Speed- 26 mph 1 995 Average volume per day 85th percentile- 30 mph 8,889 Total volume Max Speed- 59 mph 5/21/2015 - 5/29/2015 (without display) Average Speed- 26 mph 977.48 average volume per day 85th percentile- 30 mph 8,228 Total volume Max Speed- 61 mph Old Business: Sgt. Arnold will send the letter to the Village Engineer requesting what the possibility of installing sidewalks in the area of 257 North Ridge Street due to the limited sight distance when crossing the roadway to utilize the sidewalks on the opposite side of the street. The Traffic Commission was advised the Village Board passed a resolution to request a traffic study by the NYS DOT in the area of King Street and Comly Avenue. New Business: A motion was made by Commissioners Russo/Gottlieb to request the Village board conduct a study on possible changes to the roadway that would facilitate decreasing vehicles speeding on Hawthorne Avenue. Speeding was again discussed in the Arbors and it was determined that it is a Homeowners Association issue and the Police Department does not have jurisdiction to enforce speeding violations on the property. Issue regarding a request for a green arrow to be placed at EB Westchester Ave at North Ridge Street, due to traffic congestion at certain times. The Traffic Commission discussed the matter and decided that a green tum signal would not be appropriate because the request is to clear congestion and not aid vehicles in making the left turn.
