ROLL CALL
PLEDGE OF ALLEGIANCE
RESOLUTIONS:
1) Authorizing the Village of Rye Brook to enter into an inter-municipal agreement with
Westchester County for a Legacy Grant to assist in the improvement of Real Property on
King Street as Athletic Fields.
2) Setting a Public Hearing to consider an application to amend a special permit and site plan
for a new maintenance facility at the Blind Brook Club Section 1, Block 4, Lot 1.
3) Setting a Public Hearing to consider site plan approval and wetlands and steep slopes permit
applications for site improvements to an existing residence at 1 Brookside Way.

CONVENE
Mayor Rand began the meeting with the Pledge of Allegiance. He noted that the Board would
take the agenda out of order, and he called for items #2 and #3 on the agenda. It was noted that
the Board would go into Executive Session after the two public hearings were set.
3) SETTING A PUBLIC HEARING TO CONSIDER SITE PLAN APPROVAL AND
WETLANDS AND STEEP SLOPES PERMIT APPLICATIONS FOR SITE
IMPROVEMENTS TO AN EXISTING RESIDENCE AT 1 BROOKSIDE WAY.
Mr. Bradbury read the resolution. On a motion made by Trustee Feinstein and seconded
by Trustee Buzin, the following resolution was adopted:
RESOLUTION
SETTING A PUBLIC HEARING TO CONSIDER SITE PLAN APPROVAL AND
WETLANDS AND STEEP SLOPES PERMIT APPLICATIONS
FOR SITE IMPROVEMENTS TO AN
EXISTING RESIDENCE AT 1 BROOKSIDE WAY
WHEREAS, Mr. Daniel Forbes of 173 Country Ridge Drive, Rye Brook has
made an application to the Village of Rye Brook to perform regulated activities within a
wetland buffer and within areas of existing steep slopes and for Site Plan Approval for
proposed renovations to a property at 1 Brookside Way, Section 1, Block 5E, Lot 5 in the
R-15 Zoning District.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Rye Brook
Board of Trustees shall conduct a Public Hearing on Tuesday, March 8, 2005 at 7:30 pm
at Village Hall, 938 King Street, Rye Brook, New York to consider the subject
application.

2) SETTING A PUBLIC HEARING TO CONSIDER AN APPLICATION TO
AMEND A SPECIAL PERMIT AND SITE PLAN FOR A NEW MAINTENANCE
FACILITY AT THE BLIND BROOK CLUB SECTION 1, BLOCK 4, LOT 1.
Mr. Bradbury read the resolution. On a motion made by Trustee Feinstein and seconded
by Trustee Buzin, the following resolution was adopted:
RESOLUTION
SETTING A PUBLIC HEARING TO CONSIDER AN APPLICATION TO AMEND A
SPECIAL PERMIT AND SITE PLAN FOR A
NEW MAINTENANCE FACILITY AT THE BLIND BROOK CLUB
SECTION 1, BLOCK 4, LOT 1
WHEREAS, the Blind Brook Club was granted site plan, special use permit, and
wetlands permit approval on June 22, 2004 to construct a new maintenance facility on
their property at 980 Anderson Hill Road, Section 1, Block 4, Lot 1 in the R-20/Z-1
Zoning District; and
WHEREAS, on January 31, 2005 the Blind Brook Club submitted an application
to amend the previously approved special permit and site plan.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Rye Brook
Board of Trustees shall conduct a Public Hearing on Tuesday, March 8, 2005 at 7:30 pm
at Village Hall, 938 King Street, Rye Brook, New York to consider the subject
application.

Mayor Rand called for the final item under Resolutions:

Mayor Rand called for a motion to move to an Executive Session. On a motion
made by Trustee Feinstein, and seconded by Trustee Buzin, the Board went into
an Executive Session. Mayor Rand noted that the meeting was not closed. It was
the Board's hope to resolve this matter prior to the close of the meeting.

Upon the Board's return, Resolution#1 was read. On a motion made by Trustee Buzin
and seconded by Trustee Feinstein, the following resolution was adopted:
RESOLUTION
AUTHORIZING THE VILLAGE OF RYE BROOK
TO ENTER INTO AN INTER-MUNICIPAL AGREEMENT
WITH WESTCHESTER COUNTY FOR A LEGACY GRANT
TO ASSIST IN THE IMPROVEMENT OF REAL PROPERTY
ON KING STREET AS ATHLETIC FIELDS
WHEREAS, the Village of Rye Brook owns a parcel of property on King Street
on which it desires to construct new athletic fields; and
WHEREAS, Westchester County has offered to enter into an agreement with the
Village of Rye Brook to provide $2,754,000.00 for the construction of the new athletic
fields; and
WHEREAS, as part of this agreement, the Village of Rye Brook agrees to accept
the transfer approximately 0.54 miles of Anderson Hill Road from Westchester County,
and approximately 2.36 miles of Ridge Street following certain improvements from
Westchester County; and
WHEREAS, at the January 25, 2005 meeting, the Village Board, as Lead Agency
for the project, determined that the proposed action will not result in any significant
adverse environmental impacts and adopted a Negative Declaration, thereby ending the
State Environmental Quality Review process.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the
Village of Rye Brook authorizes the Village of Rye Brook to enter into an agreement
with the County of Westchester concerning the new athletic fields to be constructed on
Village property along King Street; and

BE IT FURTHER RESOLVED, that the Mayor is authorized to execute and
deliver all necessary documents to Westchester County for their consideration.
