The following members of the Council were present: Advisory Council Members: Chairman Steve Schoen, Cliff Shaw, Richard Gutner, Steve Epstein, Ken Finder and Debra Tempesta Recreation Department Members Present: Robert Bertolacci, Parks and Recreation Superintendent Carmella Swick, Sr. Office Assistant Chairman Schoen stated that he is excited about the opportunity to chair the Parks and Recreation Advisory Council. Many great things happened while Ed Kulik was Chairman for the last 7 years; a turf field on King Street, expansion of programs and other things that have been positive for the Recreation Department. Hopefully, this group will come up with some new ideas. Chairman Schoen stated that tonight's meeting would be a review of the recreation programs, fees, revenue costs and to see where there may be opportunities to improve any of the programs. 1. Minutes A motion was made to accept the December 6, 2006 Minutes by Committee Member Richard Gutner and seconded by Committee Member Debra Tempesta. The Minutes were accepted and all approved. 11. Public View Points There were no public view points. 111. Recreation Programs Superintendent Bertolacci prepared a chart of recreational programs for the last two years regarding registration, fees, expenses, and revenue for the last two years. Superintendent stated as part of the budget process every year, we take a look at the fees to see if it is feasible to increase them. Most of our fees have recently been increased and I am very leery about overly increasing our fees. Committee Member Finder asked if the fees are set to offset expenses. Superintendent said that most of the programs pay for themselves. The expense number on the chart represents supplies and our part-time staff. With an outside contractor, the check is made out to the contractor and the Recreation Department gets 20% of the fees collected for that program. Chairman Schoen asked about insurance regarding the outside contractors. Superintendent stated that outside contractor have their own insurance with the Village of Rye Brook listed as additional insured on the policy. Ice Skating — Last year's registration for Ice Skating was 75 participants for the fall and winter sessions. Chairman Schoen asked if the $200.00 fee for 65 participants would cover the expense with the $10.00 fee increase. Superintendent said he would ask for an increase in his budget line for the new fiscal year. Men's' Basketball - Superintendent stated that there has been a constant decrease in that program since we moved the program to Blind Brook High School. Bowling - This is a fall and winter program. Last year we had 40 kids. This year 36 is registered and registration process is still going on. Kids are bussed to White Plains Bowl and is open for 2"`l grade through 8``' grade. Girls' H.S. Basketball Clinic - Program is run by Manny Martinez. There are no expenses, outside contractor. Boys' Basketball Clinic - Program is run by Mike Welsh. There are no expenses, outside contractor. Tae Kwon Do - Program run by David Moradi at Rye Ridge Plaza. There is not that many participants but we still get some revenue from it. Professional Soccer Clinic - Program is run by Bret Gober. The program is a good source of revenue, runs in the fall and spring, outside contractor. Middle School Basketball Clinic - Program is run by Mike Welsh. There is no expense, outside contractor. Fall Travel Baseball - We had 26 participants because we reduced the number to 13 kids on a team. Travel Baseball has been going for three years. 3 Kindergarten Basketball & 1St Gr. Basketball - Program is run by John at Ridge Street School. lst grade basketball had 13 registrations so the wait list for Kindergarten kids filled the rest of the 1st grade time slot. Mid-Day Kinderplay - Program is a money generator. We get the kids from 12:00 to 2:30pm until they go for a full day of kindergarten. Its held at the Enrichment Center at Ridge Street School and our staff takes them out after lunch(weather permitting) or they do arts and crafts. Fun With Piano - Year round program, outside contractor with the same instructor for about 6 years. Program is growing with 20 to 28 kids per session. Teaches Hoops - The registration is down from last year. It's for kindergarten kids, outside contractor. Yoga, Pilates & Aerobics - These are adult programs run out of the Anthony J. Posillipo Center. Checks are made out to Rye Brook Recreation and we pay the instructors. Pilates is a new class started in the fall with a very good registration. Yoga and Pilates are held on Wednesday mornings and Aerobics is on Tuesday evenings. Fall Tennis Instructions - We don't get as big of a registration in the fall as we do in the spring. The fees are different in the fall because there are less sessions because too many holidays take place in the fall. Men's Flag Football - The program has run for four years and the number of teams have been increasing each year. This year we had 10 teams, up from 5. Next year's projection is 15 teams. Frozen Ropes - That program will be held in March when it is closer to the baseball season. The program was previously held in January and the number attending has been low. This program is open to anyone who is Little League age. Youth Basketball - The fee is $110 for that program and it was increased $10 from last year. The increase will help off-set the expense for more referees, uniforms and janitors. Registration increased from 315 to 351. It is our biggest program. There are 39 participants registered for the 8t}' and 9t1' grade basketball program which is the most we have had. Girls' Volleyball - The fee is $40 and it hasn't run for the last 3 years. We will try and run the program again in the spring and if there are no registrations, we probably won't offer the program. Anymore. The varsity volleyball coach usually runs it for 5 weeks for 5th and 6"' grade girls. Kindergarten & 1" Grade Floor Hockey - This program is run in the fall at $60 a child. It runs for 8 weeks at Belle Fair and Ridge Street School gyms. Girls 2"d Grade Basketball - This program is in its 3rd year and is run out of Ridge Street School. There are 17 girls in the program at $70 each. Teaches Little Hot Shots - Last year 6 registered for this program and this year there was one registrant. We cancelled the class. The class was offered to kindergarten and ran on a Saturday morning. The program was to start last week and this week we received phone calls about the program. An executive decision was made to cancel it. 4 Mini Soccer Camp - This program is run by Josef Pompryn during the February break. Last year we had 19 participant registered. Squash - This program run out of Club @ 800 Westchester which is the old Altria building. Mike Calloway, US National Squash coach runs the club. The charge is $220. There are 5 participants at different age groups signed up. Kindergarten, 1st Grade and 2nd Grade Sports - The 3 programs will be discussed next week at the Little League meeting. Superintendent's recommendation is that the 1st and 2nd grade be combined and make it Rookie Ball and run the kindergarten program as in the past with our recreation staff running the program on Tuesday afternoon. Superintendent stated that he would have the parents coach the 1st and 2nd grade teams and play games on Saturday mornings, as well as Thursday and Friday evenings. These games will take place on the Rye Brook Athletic Field. Minor & Major League Baseball - The fee is $110 which is the same fee for basketball. Last year there were 95 registered in the Minor League and 64 in the Major League. This year we are expecting a higher registration. Expenses are for umpires. Minor & Major League Softball - The numbers were the highest ever for this past spring. We expect the registration to be higher this year because the enrollment in each class is higher. Spring Tennis - The fee for the spring session is higher because there are more weeks for instruction. Adult tennis lessons are given every day and some evenings. Life Time Racquet also took over our Tuesday program because we couldn't run the program under our budget. Pitching & Catching Clinic - This program is run by Cliff Shaw and Greg Picker. The program is free and last year there was 21 participants. Indoor Soccer - Open adult program run by Marcello Marcoccia. Three participants were pre- registered. There may be more registering at the door tonight. Men's Softball - Last year the fee was $900, this year the fee was increased to $950 a team to help defray the cost f the lights at the field. Last year we had 14 teams and more teams are expected this year. Rye Brook Day Camp - The fee for day camp residents is discounted if registered before May 4th. The more weeks you register, the bigger the discount. The registration was lower last year. Rye Brook Teen Travel Camp - The teen camp is for 7th and 8th graders. Teaches Basketball Camp - The program didn't run last year because there wasn't school space available. In prior years, Terry Teachout has run a good basketball camp with 30 kids with most of them from Rye Brook. Summer Travel Softball - There was a minor and major league team. 30 girls' participated in the travel softball. Expenses were for umpires and uniforms. 5 We will do a T-Shirt bid this year, which goes out to many vendors. Whatever vendor comes in with the lowest bid will get the order for hats, socks, shirts, jerseys etc. Our order for each season goes in a couple of months before the program starts. Because of the increase in registrations, we have had to order more equipment, and uniforms. Previously we have used an on-line vendor, Anaconda Sports, whose prices have been lower than some vendors we were currently using and our orders are shipped to us in a timely manner. Committee Member Epstein asked about intramural programs for the kids who were cut from the high school teams. Superintendent stated that with the enrollment increasing, more and more kids would get cut from the school teams. We can run a program on Saturday for these kids but the gym space doesn't allow us the time because our younger basketball programs are going on. We have tried in the past to put 7th graders to play with 8th and 9th grade basketball and the 3 years in age made a big difference. The school can run a program for the high school kids and probably get a better response. Once the kids get into high school, they don't want to be involved with our programs. Committee Member Shaw stated that Jim Spano is running a basketball program for the high school kids who were cut. Sponsorship - We collected sponsorship for our spring baseball last year with 30 vendors responding. The vendors who sponsored our programs had an option to sponsor baseball or/and basketball. There were 3 vendors who sponsored 2 sports but the second sport didn't come to fruition. Those 3 vendors will get their names on a baseball jersey this spring with no cost to those vendors. For $1,000, a vendor could have a banner at the park for the baseball season. Superintendent gave a copy of the sponsorship letter that was mailed out last year to potential vendors. Also, Sponsors could have a banner at the park for a weekend for a cost of $250. Sponsorship monies go into the Friends of Rye Brook Account. Committee Member Gutner asked if there were any plans to put a banner at Pine Ridge Park for this baseball season. Superintendent stated that Rye Ridge Deli was very interested in sponsoring the banner at $1,000. Superintendent stated that there is a Little League meeting next week. Along with some other issues, we will discuss the task of sponsorship and expenses. One member of the Little League committee will take the Minutes. The Minutes will then go to the Parks and Recreation Advisory Council in advance of their meeting. Committee Member Tempesta asked how often a Little League meeting would be held. Superintendent stated there would be a meeting once a month or as needed. Superintendent stated that during the basketball season we had some issues with coaches and referees. We had to ask the person who assigns the referees not to send us a certain referee because there was a disagreement. Superintendent stated that basketball games would be televised on the next 10 Wednesday evenings from 6:00 to 8:OOpm. IV. Publicly Noticed Superintendent stated that Trustee Michael Brown, liaison to the Parks and Recreation Advisory Council, has asked us to discuss whether we want the Little League meetings to be Publicly Noticed. Superintendent stated that the Little League is a public item and there are 3 members of our Advisory Board on the committee. If there were 4 members we would not have a choice because there would be a majority of our Council members on the Little League Board. Committee 6 Member Finder asked if we take Minutes, are they just for our benefit or will anyone be able to FOIL the Minutes. Superintendent stated that right now Minutes would just be working notes for us. We shouldn't have to take Minutes as the Little League Committee doesn't have any decision-making authority and we shouldn't have to Publicly Notice the meetings. Committee Member Tempesta suggested that we don't call them Minutes but notes and one of the Advisory members who is on the Little League Committee take the notes and at each Advisory meeting, we submit the working notes. Chairman Schoen asked if we should encounter a situation like we did last summer, what would be the first step and where would it go. Superintendent stated that if there is an incident, it goes to him first, and then it would go to the 3 individuals who are on that committee that would go and speak to the individual involved. The members on that sub-committee are Cliff Shaw, Ken Finder, Richard Gutner and Steve Epstein as an alternate. Committee Member Tempesta made a motion that we take notes at the Little League meeting, not minutes and an Advisory Council member will present the notes at the Advisory meetings and the meetings will not be Publicly Noticed. The motion was accepted and all approved Superintendent stated that if anyone were to inquire about a Little League meeting, he would have to tell them when it is but it doesn't mean those persons attending can voice their opinion. They would have to go to the Parks and Recreation Council meeting to voice their opinion. V. Adjournment Chairman Schoen asked for a motion to adjourn the meeting. A motion to adjourn the meeting was made by Committee Member Debbie Tempesta and seconded by Committee Member Cliff Shaw and all approved. The meeting adjourned at 9:50pm. The next meeting of the Parks and Recreation Advisory Committee will be held on Wednesday, February 7, 2007 at 8:30pm. Minutes prepared by Carmella Swick 7
