AND RECREATION ADVISORY COUNCIL

CONVENE MEETING:
Chairman Marc Zimmerman called the meeting to order at 8:30 p.m.
The following members of the Council were present:

Chairman Marc Zimmerman, Jeffrey Kornblum, Ken Frankel, Debra Tempesta,
Glenn Brettschneider, Steve Schoen, Kevin O'Neil, Richard Gutner, Sari Jablon
Absent Council Members:
None
Parks & Recreation Advisory Council Liaison:
Michael Brown, Village of Rye Brook Trustee
Recreation Department Members Present:
Robert Bertolacci, Parks and Recreation Superintendent
L Minutes:
Due to issues concerning distribution of the Minutes for the September 15, 2009 meeting,
Chairman Zimmerman proposed to postpone the approval of the Minutes until the November
meeting to permit committee members to review the Minutes. All committee members agreed.
II. Public View Points:
a. Men's Basketball
Committee Member Frankel reported there has been no significant development concerning
extending the length of Sunday Men's Basketball program. He anticipated having additional
information when he gets a final tally of the number of sign-ups.
III. Superintendent's Report
Superintendent's Report was not issued due to a health emergency requiring Superintendent
Bertolacci's presence. Superintendent Bertolacci will address any remaining issues from
September-October at the November meeting.

IV. Old Business
a. Travel Baseball
Chairman Zimmerman raised the question of whether the committee has been presented with
sufficient information or public sentiment that it would benefit the community to have a more
inclusive travel baseball program than that which is being run by the RBTBC. The consensus
was that, although specific concerns have been raised in the community and with the committee
concerning that program, the committee has insufficient information at this time to determine or
recommend that creating an alternative program within the Recreation Department is desirable.
Obviously, if public sentiment requires us to revisit this issue, we will do so.
b. Recreation Council Scope:
Chairman Zimmerman raised for discussion the issue of the scope of the Advisory Council and
whether there is a consensus among the committee members that we have sufficient authority to
address all issues brought to the committee concerning the Parks and Recreation Department.
After general discussion, the consensus among the committee members and Trustee Brown, was
that the committee would spend time (and dedicate additional meeting time, as necessary) to
determine what additional authority (if any) it believes necessary to better represent the needs of
the community. Trustee Brown suggested that the Village Board would welcome the presence of
the committee (in addition to Superintendent Bertolacci) at its Board meetings to discuss any
issues concerning the Parks and Recreation Department as a vehicle to keep the Board informed
of any issues we collectively believe need to be addressed.
V. New Business:
a. Public Meetings:
The committee discussed and wishes to remind the community that: (1) our meetings are open to
the public; and (2) the minutes of our meetings also are available to the public. Members of the
community are welcome and encouraged to attend our meetings and express their viewpoints
towards the betterment of the community's recreation programs. Increased community
participation will serve to avoid confusion and misunderstandings inherent in relating
statements concerning our meetings without the full benefit of the context in which such
statements were made.
VI. Adjournment:
A motion was made to adjourn the meeting by Committee Member Gutner and seconded by
Committee Member Kornblum. All approved. The meeting was adjourned at 10:30 p.m. The
next Parks and Recreation Advisory Meeting will be on November 3, 2009 at 8:30 p.m.
