MINUTES OF THE VILLAGE OF RYE BROOK PARKS
AND RECREATION ADVISORY COUNCIL

December 7, 2010
Convene Meeting:
Chairman Marc Zimmerman called the meeting to order at 8:30pm.
The following Members of the Council were present:

I. Minutes:
Chairman Zimmerman asked for a motion to accept the November 2, 2010 Minutes. Committee Member
Gutner made a motion to accept the November 2, 2010 Minutes and Committee Member Kornblum
seconded the motion. The November 2, 2010 Minutes were approved and all accepted. Committee
Member Jablon abstained from voting on the Minutes.
II. Public View Points:
Committee Member Gutner suggested that the Council start winter meetings at 8:00 p.m. as opposed to
8:30 p.m. since there is no conflict with outdoor sports programs. All council members were in
agreement to start winter meetings at 8:00 p.m. starting with the January 2011 meeting. .
Committee Member Brettschneider asked if a permit is required to use the Blind Brook High School
athletic field. Superintendent Bertolacci said a permit is required to use the field through the school, not
the Village. Committee Member Brettschneinder stated that he believed people should be able to use the
field without a permit but if someone comes with a permit, they can bump the other group off the field.
He asked why any group can use the Village's basketball court without a permit.
Chairman Zimmerman asked Superintendent Bertolacci to state he policy for use of the turf field for the
Minutes. Superintendent Bertolacci stated that the policy is that any group of five or more participants
would need a permit for usage of the Rye Brook Athletic Field.
Committee Member Brettschneider asked where the policy for use of the turf field came from.
Superintendent Bertolacci said the policy was set by the Village Board.
Committee Member Kornblum asked if that policy can be abolished. Chairman Zimmerman said that if
there was a consensus reached by the Council concerning an issue with the policy, we could make a
recommendation to the Board.
Committee Member Gutner said that as part of the original Westchester County Legacy Grant that was
given for the soccer field, a certain price was set for usage by residents and a higher price for non-
residents. If you take away that fee for the residents you would have to take the fee away for non-
residents. Superintendent Bertolacci said that what you do unto residents you have to do unto non-
residents for the turf field.

Superintendent Bertolacci announced that Recreation Department's winter brochure is on line today.
Registration begins online Monday, December 13, 2010 at 9:30 p.m.
III.Superintendent's Report
a. Basketball Update
Superintendent Bertolacci said the basketball program started this past weekend. 8"' and 9"' grade
basketball was cancelled Saturday because of numerous conflicts. Kyle will try and makeup the cancelled
week.
b. Movie Night
Superintendent Bertolacci said Movie Night is this Friday at 6:00 p.m. at the Anthony J. Posillipo Center.
Santa and his Elf will be present to receive Toys for Tots and give out candy canes to the kids.
Superintendent Bertolacci requested that an e-mail be sent through the school's e-mail list about Movie
Night, and that request was denied by the school. The information on Movie Night was only sent through
our e-mail list of residents on Community Pass. Superintendent Bertolacci said the reason the school
gave for denying the request to send an e-mail for Movie Night was that residents are complaining that
they are barraged with e-mails. The school said that they we will send e-mails only to residents who want
recreation information, and will have a list of such residents in place next year.
IV. Old Business:
a. Basketball Sub-Committee Update
Committee Member Kornblum said there is no update from the basketball sub-committee.
Superintendent Bertolacci said that if any issues come up during the basketball season that needs to be
addressed,the basketball committee will meet regarding that issue.
V. Old Business—Community Events
a. 5th and 6th Grade Girls Volleyball Clinic/Program
Committee Member Brettschneider stated that he believed 5th grade girls are a little young to start with a
volleyball program. Committee Member Brettschneider spoke with Coach Goldstein who requested
Tuesday and Thursday night gym space for the older girls. Committee Member Brettschneider said he
was not aware if there were plans for a program for 5"'and 6"'grade girls.
Superintendent Bertolacci said that about 15 e-mails were sent to Coach Goldstein concerning a program
for the younger girls, but that he had not responded. Superintendent Bertolacci said that Kyle would run
the volleyball program for the younger girls only as an introductory course, since Kyle does not have
enough volleyball experience to run a more instructional volleyball program for older girls.
Committee Member Brettschneider said he would reach out to Don Whitman and Justin Goldstein to
check on gym space availability for February and March.
b. Other Non-Sports Programming Updates
Chairman Zimmerman said that one of the programs suggested was an Amazing Race, and that if that was
accepted,the best time for planning an event would be in January to run in early spring.
Committee Member Schutzer suggested a snowman making contest.
Committee Member Gutner said he was told that about 20 or 25 years ago, the basketball court at Pine
Ridge Park was frozen over and used as an ice skating rink, and asked if that was something that we could
look into.

VI.New Business
Taking Advantage of Rec Basketball Attendance
a. Tee Shirt Sales
Chairman Zimmerman suggested that with all the parents, grandparents and siblings present at Rec
basketball games, we could use the opportunity to display and sell Rye Brook t-shirts to support our
Recreation Department along with the drinks and snacks we already sell. We would not need to pre-order
the t-shirts, and could have an order form there for anyone who wants one. Superintendent Bertolacci
agreed that we could put the t-shirts out on display.
b. Announce Upcoming Events/Programming
Chairman Zimmerman suggested that if any announcements or upcoming events are happening, it would
be an ideal time during basketball halftime to make any of those announcements. We already have a
captive audience for those community members there for a game.
Committee Brettschneider suggested that we look into having the community join to set a Guinness world
record event. Chairman Zimmerman agreed that would be a terrific opportunity to get people out in
support of the community. Committee Members Brettschneider, Jablon and Gutner will be on the sub-
committee for a coming up with a Guinness's event and giving a report at the January meeting. Chairman
Zimmerman said we should be able to find something in the Guinness book that is beatable and asked that
each committee member to bring one good idea to the January meeting.
c. Halftime Contests/Giveaways
Chairman Zimmerman suggested as the people enter the gym during rec basketball, they put their name
on a piece of paper and put it in a jar. At halftime, you pick two names for a prize or contest (like
shooting a free throws to win something). The gym usually is full, and it is a fun small community event
for the audience.
VII. Adjournment:
Chairman Zimmerman asked for a motion to adjourn the meeting. Committee Member Brettschneider
made a motion to adjourn the meeting and Committee Member Jablon seconded the motion. All
approved. The meeting adjourned at 9:40 p.m.
The next meeting of the Parks and Recreation Advisory Council will be held on January 11, 2011 at
8:00pm.
