Convene Meeting:
Chairman Jamie Schutzer called the meeting to order at 8:05PM.
The following Members of the Parks & Recreation Advisory Council were present:

I. Minutes:
Approve the September 12, 2013 Minutes:
Chairman Schutzer asked for a motion to accept the September 12, 2013 Minutes. Committee
Member Wohl made a motion to accept the September 12, 2013 Minutes and Committee
Member Zahl seconded the motion. The September 12, 2013 Minutes were accepted and
approved.
11. Public View Points:
Committee Member Erenfryd said a resident spoke to her regarding our Travel Camp. She said
she would send her children to the Travel Camp if it started in 6th grade. That camp has a very
good reputation. Committee Member Erenfryd asked if there is any way that 6th graders would
be accepted into that camp.
Superintendent Bertolacci said that camp is for 7th grade through 10th grade and usually fills up
to the max which is 110 children. Also, 6th graders with 91h and I Oth graders is not a good mix.
Chairman Schutzer asked if a third pitcher's mound was dug up between the 42 and the 46 on the
old field at Pine Ridge Park. Chairman Schutzer said there was a game there on Saturday and
the pitchers' kept slipping on that middle mound. In between innings they were digging up dirt
and burying that mound. The out of town coaches were complaining about the mound.
Superintendent Bertolacci said that mound was new. This past season the high school girls had
to have 42' or 43'.
Chairman Schutzer said the new person in charge of the field preparations is doing a good job
and the fields look great.
Chairman Schutzer said the outfield on the old field at Pine Ridge Park has big depressions.
Superintendent Bertolacci said about 4 or 5 years ago there was a big sinkhole out there and it
was filled in. It probably is sinking in again. Superintendent Bertolacci said he would check out
the field.

III. Superintendent's Report:
a. Frank's Retirement Plaque:
Chairman Schutzer said at the request of this Council we wanted to acknowledge the former Park
Foreman, Frank Errigo, for a job well done for 24 years. Frank was invited to this meeting but
was unable to attend the meeting. The plaque reads:
Presented to Frank J. Errigo
We appreciate your devotion to making our community great. Rye Brook is a better place due to
your leadership and insight. The Village of Rye Brook was fortunate to have you as the Parks
Foreman for the past 24 years. Thanks to you and your staff, Rye Brook has beautiful facilities
which are maintained to very high standards.

b. Pitcher's Mound on Old Field:
Superintendent Bertolacci said he would look into the issue of the pitcher's mound at Pine Ridge
Park's old field.
c. Registration Update:
Superintendent Bertolacci gave an update of the upcoming basketball program:

2rd grade boys registered: 38 6th& 7th
& 3grade boys registered: 45
2nd& 3rd grade girls registered: 25 6th& 7th grade girls registered: 12
4th& 5th grade boys registered: 46 8th& 9th grade boys registered: 20
4th& 5th grade girls registered: 25
The ratings for the 8th and 9th grade boys will be held on November 16th
Committee Member Wohl is of the opinion that some parents of 2 and 3rd graders don't know
about our basketball program. If a family is new to the community, they would not get any of
the e-mails that go out as reminders for the rec programs. The family has to be registered in
Community Pass. Committee Member Wohl said that the 5th grade girls don't know about
playing the 60% of the basketball game so the coaches can vote for a player to be on the County
Center Team. Superintendent Bertolacci said another reminder will go out through Community
Pass for the basketball ratings.
d. Halloween in the Park:
Superintendent Bertolacci said SUNY Purchase will volunteer for Halloween in the Park and am
waiting to hear from Manhattanville College to see how many volunteers we are getting. Also
the DARE officer is looking for volunteers from 10th grade and up for the 18th and 19th.
Committee Member Wohl said she was concerned because homecoming at Blind Brook is also
October 18th and 19th
Superintendent Bertolacci said the items coming from Animatronics are: Exorcist Bed, Back
Attack, Clown Extender, 2 Giant Characters, Krazy Kristen, Bolt and a Vomit Barrel.
e. Other Updates:
IV. Comprehensive Plan Survey:
Chairman Schutzer said the Comprehensive Plan Survey was e-mailed out again to village
residents. Chairman Schutzer said as a village we should consider a wish list such as a pool,
recreation center etc. There will be a public workshop on the Comprehensive Plan on October
28th

V. Baseball Sub-Committee Report:
Committee Member Carbone reported that Committee Member Tillison was going to send out an
e-mail to start pumping up the baseball season for 2014.
Committee Member Carbone said he talked to some 6th grade parents trying to pump them up for
baseball and their comment was there is too much going on in the spring, i.e., soccer, tennis and
basketball. Some parents said they had a bad experience with baseball last year. You can't push
the tournament as an incentive because most of the kids are at sleep away camp.
Committee Member Funtleyder said the Major Softball playoff games were intense. Some of the
coaches weren't playing all the kids. Also, you can't sit someone out twice before everyone sits
out once and this wasn't happening.
Committee Member Carbone said the opposing coach has to keep track of that. We had made
some changes to the baseball program because we wanted it to be in sync with Little League. If
we want the softball program to be more competitive we can look into it. We don't have an
official scorer in baseball like we have in basketball and that is why we give out the score books.
It's up to the coach to monitor the games.
Superintendent Bertolacci said he contacted NY9 to work with the coaches but they have not
returned his call. Superintendent Bertolacci said it would be great to have SUNY baseball
players involved in the program but the time conflicts and they also travel with their season.
VI. Basketball Committee Report:
Committee Member Funtleyder spoke with Committee Member Berman regarding what council
member was going to look over the ratings for each grade before the draft.

Committee Member Erenfryd suggested that the coaches' rate kids that they wouldn't be
coaching. Superintendent Bertolacci asked what motivation it would be to have coaches rate the
kids they aren't coaching.
Chairman Schutzer said he thought the teams were quite even last year with the exception of the
4th and 5th grade boys. When a player signed up late that player would go on a team with the least
amount of players. If that player is a strong player, and there are other strong players on that
team, now that team is even stronger.
It was suggested by the council members that if anyone signs up late, wait until there are other
late sign-ups, then place that player on a team that will make that team even.
Players have to play a minimum of/2 of the game.
Committee Member Funtleyder said his opinion on pressing is pressing shouldn't be so a team
can catch up but as something to use for teaching and 2 minutes is not enough time. If we do
have pressing it should be for the upper grades, 6th and 71h
Superintendent Bertolacci said he doesn't have a problem with pressing for 2 minutes at half
time and 2 minutes at the end of the game but not 4 minutes total at the end of the game.
VII. Grievance Sub-Committee Report:
Committee Member Zahl said he would go through the proposed Grievance and make any
necessary corrections before the draft so the Grievance Policy can go out to the basketball
participants for signature. Committee Member Zahl said he would send the draft to
Superintendent Bertolacci for approval.

VIII. Old Business:
a. Food Truck:
Chairman Schutzer said he gives Anthony the baseball schedule every weekend and his truck is
in the park when the games are going on. If we need Anthony to show up for any other event,
we have to just let him know and he will be there.
b. Dog Park:
Chairman Schutzer said the Dog Park will be on the Village Agenda as a discussion item.
c. Pine Ridge Park Wall:
Chairman Schutzer stated that the Pine Ridge Park Wall will be on the Village Board of Trustee
Agenda for the month of November. Chairman Schutzer said that every time he goes by the
park, someone is always using the wall for either tennis or pitching a ball against it.
d. New Programs:
There are no New Programs.
IX. New Business:
There is no New Business.
X. Adjournment:
Chairman Schutzer asked for a motion to adjourn the meeting. Committee Member Funtleyder
made a motion to adjourn the meeting and Committee Member Wohl seconded the motion and
all approved. The next Parks and Recreation Advisory Council meeting will be held on
November 5, 2013 at 8:OOpm.
The meeting adjourned at 9:30PM.
