HomeMy WebLinkAbout2013-04-02 - Parks and Rec Advisory Council Meeting Minutes MINUTES OF THE VILLAGE OF RYE BROOK PARKS AND RECREATION ADVISORY COUNCIL 938 KING STREET RYE BROOK, New York 10573 April 2, 2013 Convene Meeting: Chairman Jamie Schutzer called the meeting to order at 8:20pm. The following Members of the Council were present: Advisory Council Members: Chairman Jamie Schutzer, Frank Carbone, Brian Funtleyder, Kevin O'Neil Adam Berman, Adam Zahl, Jennifer Wohl Absent Council Members: Christopher Dutra, Glenn Brettschneider Rye Brook Residents: Scott Tillison, Tracy Erenfiyd Recreation Department Members: Robert Bertolacci, Parks &Recreation Superintendent Carmella Swick, Sr. Office Assistant 1. Minutes: Chairman Schutzer asked for a motion to accept the revised March 12, 2013 Minutes. Committee Member Adam Berman made a motion to accept the March 12, 2013 and Committee Member Carbone seconded the motion. The March 12, 2013 Minutes were accepted and approved. Committee Member Wohl abstained from voting on the Minutes. II. Presentation of Plaques to Former Council Members Glenn Brettschneider and Kevin O'Neil: Chairman Schutzer presented the plaque to outgoing Committee Member Kevin O'Neil which read: We appreciate your devotion to making our community great. Rye Brook is a better place due to your leadership and insight. We were fortunate for the opportunity to serve with you. Signed, Parks and Recreation Advisory Council 2013. Another outgoing Committee Member, Glenn Brettschneider who was unable to attend, was also presented with a plaque for his services. Chairman Schutzer thanked Kevin and Glenn for their time served on the Parks and Recreation Advisory Council. III. Welcome New Council Members: Chairman Schutzer announced the new members who will be installed by the next Parks and Recreation Council meeting in May, they are: Tracy Erenfryd and Scott Tillison. IV. Public View Points: Committee Member Funtleyder said he was following up from last month's meeting regarding trophies for the 8th and 9th grade boy's basketball program. Committee Member Berman said as the last meeting we agreed to give out trophies to all age groups for play-off wins. 1168377.1 Chairman Schutzer said that Debbie Rosenberg spoke to him regarding her interest in looking into a dog park for Rye Brook. Superintendent Bertolacci said a dog park was discussed about 10 years ago when Ed Kulik was Chairman of the Parks and Recreation Council and it was shot down then. Committee Member Zahl said the site talked about for the dog park was behind Rye Ridge Shopping Center near the keyhole. The homeowners where irate about having a dog park there. Another area talked about was Rye Hills Park. Superintendent Bertolacci said if you want to pursue a dog park, the place to do it is Lincoln Avenue where our compost site is. There was also a discussion about a dog park at the Village meeting last night. Superintendent Bertolacci suggested that if the Council would like to pursue a dog park, add this item to our Agenda for the next meeting. Chairman Schutzer asked Superintendent Bertolacci if he looked at the cracks in the basketball court at Pine Ridge Park. Superintendent Bertolacci said he hasn't looked at the cracks with Frank yet. V. Superintendent's Report: a. Carnival Update: Superintendent Bertolacci said the carnival is next Friday. We still need volunteers for Saturday afternoon and evening, and Sunday 12:00pm to 5:00pm. We need adults to cook and for serving. The final meeting with All Star took place today. The rides will be coming in this week and setting up will start next week. We have 9 vendors signed up to sell at the carnival. The vendor cost for 3 days is $200.00. There will be a movie on Friday night at the carnival. The movie is Wreck it Ralph to be shown around 8:00pm. There will be lights from Arbor Drive to the Blind Brook School parking lot. There will also be a fire truck there to make sure the lights are on and the areas to the parking lots are well lit. VI. Baseball Sub-Committee Report: Committee Member Wohl asked how the sign up for the Pitch, Hit and Run is going. Superintendent Bertolacci said not many have signed up because Hebrew School is on Saturday morning when the Pitch, Hit and Run will take place. Committee Member Carbone maybe registration is low because they are not use to registrating before the event. The hours are 9:00am to 11:00am. Committee Member Berman asked if there is any flexibility if a younger player couldn't make the early time slot or an older kid couldn't make the late time slot. Committee Member Carbone said he didn't think there would be a problem if a kid shows up out of his time slot Superintendent Bertolacci said he would talk to Kyle for a clarification regarding the Pitch, Hit, & Run event. It was decided by Superintendent Bertolacci that for the Minor League pitching up to May 10th coaches will now pitch the first 4 innings and the kids would pitch the last 2. Superintendent Bertolacci said the Little League parade will start at Ridge Street School lower parking lot at 12:30pm and the players in uniform will walk to the Rye Brook Athletic Field where there will be a Major League Softball game. Committee Member Carbone said the batting cage was brought up at the Village Board meeting and it was denied. Superintendent Bertolacci said it was in his budget and Chris Bradbury denied it. It had to do with location and noise factor. Chairman Schutzer asked about the other improvements that were brought up at the previous meeting. Superintendent Bertolacci said he would look for the list and get back to the Council. 1168377.1 Superintendent Bertolacci advised Chairman Schutzer that he had to reformulate his sub- committees for basketball and baseball because of the expired terms of the Council Members and the new members coming in. VII. Old Business (a) Grievance Committee/Youth Sports Coaches Committee: Superintendent Bertolacci said any issues that come up during the baseball season will be handled by him on a case by case issue. A committee can be set up when all the new members are on board. (b) Concession Stand/Truck: Chairman Schutzer said he got some feed back where the food truck was going to be parked and the neighbors in that area are not happy about the truck being parked there. Superintendent Bertolacci said the issue was discussed at the budget meeting last night and we are gong to see what we can do. Chris Bradbury and I are going out to the park and see what would be a good spot in the park for the food truck. If they come up with a spot that is suitable to park the truck, it would then have to go before the Village Board for approval. Superintendent Bertolacci said he was vehemently opposed to having the truck in the park. © New Programs: There were no new programs to discuss. VIII. New Business: (a) Storage Shed at King Street Fields: Chairman Schutzer said he was approached by the Rye Brook Soccer Club about building a shed to store their sandbags. Superintendent Bertolacci said the Soccer Club would have to make a presentation to the Board to build a permanent structure. They need to request permission to build a structure in a public park. IX. Adjournment: Chairman Schutzer asked for a motion to adjourn the meeting. Committee Member Berman made a motion to adjourn the meeting and Committee Member O'Neil seconded the motion. The next Parks and Recreation Advisory Council meeting will be held on May 7, 2013 at 8:15pm. The meeting adjourned at 9:50pm. Minutes prepared by Carmella Swick 1168377.1
