MINUTES OF THE VILLAGE OF RYE BROOK PARKS
AND RECREATION ADVISORY COUNCIL

Convene Meeting:
Chairman Jamie Schutzer called the meeting to order at 8:18pm.
The following Members of the Council were present:
Advisory Council Members:

Jennifer Wohl, Christopher Dutra, Adam Zahl, Glenn Brettschneider

1. Minutes:
Chairman Schutter asked for a motion to accept the December 4, 2012 Minutes. Committee
Member Dutra made a motion to accept the December 4, 2012 Minutes and Committee Member
Brian Funtleyder seconded the motion. The December 4, 2012 Minutes were approved and
accepted. Committee Members Zahl and Brettschneider abstained
Chairman Schutzer asked for a motion to accept the January 8, 2013 Minutes. Committee
Member Zahl made a motion to accept the January 8, 2013 and Committee Member
Brettschneider seconded the motion. The January 8, 2013 Minutes were approved and accepted.
Committee Member Brettschneider abstained.
II. Public View Points:
Committee Member Brettschneider said a member of the Adult Men's Basketball program would
like the program to be one long basketball session and not have a second session of 8 weeks.
Superintendent Bertolacci said the Men's Adult basketball program is in the budget for next year
and will run from October to April as one session.
III.Superintendent's Report:
a. Carnival Update:
Superintendent Bertolacci reported that the Village Board approved the carnival last month. The
location for the carnival is at 900 King Street. The rides will be in a circle. The food will be
closer to the parking lot so you have to walk pass the food booths to get to the rides. Kid's rides
will be in the middle and the riders for the older kids will be around the smaller rides. We were
going to have a 75' Ferris wheel but the Building Inspector rejected it for fear of it tipping over
and also it's would be just outside of the runway zone. We are working on getting a smaller
Ferris Wheel. The name of the company is All Star Midway out of Long Island. We will get a
percentage of their ride revenue and tickets will have to be purchased or you can buy a wrist
band. Wrist bands will be $25.00 for the rides. We will need volunteers for the food booths,
ticket booths, and ride booths which we will be operating. The hours of the carnival will be
Friday, 5:00pm to 10:00pm; Saturday, 12:00pm to 10:00pm and Sunday 12:00pm to 5:00pm.

The days are April 12, 13 and 14. There will be 15 rides, 9 bigger rides and 6 smaller rides. We
will work out a schedule of 2 hour shifts that you can sign up for. We will be cooking hot dogs,
hamburgers, sausage and peppers on a wedge and maybe meatballs. There will be Rye Brook
Police on duty at the carnival in 2 hour shifts. There will be 6 game trailers on site. Vendors who
wish to sell their crafts will be offered a table at $200 for the 3 days. Volunteers will wear a staff
shirt. There will be a vendor there selling ice cream and Supt Bertolacci's brother will bring his
Main Street Sweet Shop to the carnival. Committee Member Dutra asked if the Blind Brook
Football Booster Club can get a table and sell items at the Carnival. Superintendent Bertolacci
asked Chris to send him a proposal with the information of items he would like to sell.
Superintendent Bertolacci said he also posted on Facebook that he is looking for vendors to sell
their crafts at the carnival. Parking will be on site at Arbor Drive and overflow will park at the
high school and here at Village Hall. Committee Member Brettschneider asked if there will be
some lighting in the parking lot at night during the carnival because it is dark walking to the
school parking lot.
b. Baseball/Softball Clinic Update:
Superintendent Bertolacci tabled the baseball/softball clinic update to the baseball sub-committee
report.
IV. Basketball Sub-Committee Report:
Chairman Schutzer said it was brought to the attention of the council that there was an incident at
a 4/5 boys basketball game this past Saturday. The coaches and referees on both sides were
arguing which created an unpleasant atmosphere.
Committee Member Dutra who attended the game said the blame is both on the coaches and the
referees. Also, the staff that was working the table didn't know the playtime rules.
Chairman Schutzer suggested that the rules should be on the table where the staff can refer to the
rules when necessary. A player can play no more than 3 '/z quarters and no less than 2 quarters.
Superintendent Bertolacci said if a situation is getting out of control, the Supervisor on duty at
that time should call a time out to defuse the situation. Superintendent Bertolacci said we would
work on the practice scheduling for next year's season and also we will discuss certification for
the coaches and discuss what is expected from a coach etc.
Chairman Schutzer said that overall the basketball season has been good and the kids are having
a good time.
V. Baseball Sub-Committee Report:
Committee Member Carbone reported that a proposal from 21" Century Sports was discussed.
They will give us specific drills for mandatory practices. 215` Century will come in a run a
practice with the players and the coaches. We would like to have the coaches schooled on the
drills so they can teach the kids. There will be training on throwing in the minor league because
most kids don't know how to throw.
Committee Member Wohl said she spoke with Janice regarding softball for the girls and Janice
suggested that the girls meet once during the week for a practice and a scrimmage game and
have a game on Saturday.
Superintendent Bertolacci said the clinics will be for both baseball and softball.
Chairman Schutzer is concerned with the number of players for baseball.
Committee Member Carbone said there will be probably 4 or 5 players left on the Major League
team. We will draft from the kids that are coming up from the Minors. We don't know how
many kids are coming up from the Minors. There weren't many 5"' or 6"' graders that came to
the baseball clinics.

Superintendent Bertolacci said another e-mail will go out tomorrow regarding the ratings. Also,
we probably hold another night for ratings for the players who couldn't make the past dates.
Committee member Carbone said we are going to switch from innings to combination of pitch
count, so if you pitch 85 pitches you can't pitch for 5 days. We are going to go by the scale that
Little League uses. Pitch count will force us to get more kids into the game. Committee member
Carbone asked how the Opening Day parade is going to work in conjunction with the Carnival.
Superintendent Bertolacci said the parade will leave Ridge Street School parking lot and come
up King Street. There will be a Major League game held on the turf field and everyone else will
probably go to the Carnival. There will be a ceremony held at the turf field on Opening Day.
Also, there will be Pitch, Hit and Run in the morning of Opening Day at Pine Ridge Park.
VI. Old Business
a. Village Field Usage:
Chairman Schutter asked Superintendent Bertolacci if there was an update on the Rye Brook
Athletic Field usage.
Superintendent Bertolacci said the committee met twice about on-line registration and there
should be a draft report at the next meeting. Also, the number of persons to be on the turf field
without a permit is now 8.
b. Concession Stand:
Committee Member Funtleyder and Chairman Schutzer met with Anthony Romeo of Anthony's
Truck. He has a truck in Harrison and sells hot dogs, hamburgers, philly cheese steaks and
sausage and peppers. He is willing to work out something for this year. He would come to the
park from 5 to Bpm during the week. i don't see the downside except getting the approval of the
Board. Superintendent Bertolacci asked where Anthony would park the truck.
Committee Member Funtleyder said he would hope to be able to park inside the park instead
outside the perimeter.
Superintendent Bertolacci said as it is now, there is limited parking in Pine Ridge Park.
Superintendent Bertolacci said he would be willing to have a meeting with Mr. Romeo to discuss
the details. Also, he will speak to the Village Administrator and make sure we can have a
vendor in the park. We would also have to meet with our risk management regarding insurance
liability.
Superintendent Bertolacci said as long as we find a spot in the park where there isn't going to be
kids in the driveway that are going to be at risk of getting hit by a car.
Chairman Schutzer suggested possibly a spot near the tennis courts where the tennis attendants
sit. Superintendent Bertolacci said to have Mr. Romeo give him and call to set up a meeting.
c. New Programs:
Superintendent Bertolacci said there will be an adult dodge ball program in the spring.
VII. New Business:
a. Coaching Issues:
Chairman Schutzer said it is unfortunate that this issue has to be on the Agenda. There have
been a number of incidents with coaches, technical's, coaches arguing with referees, approaching
referees and it is an embarrassment. Maybe we need to come up with a formal procedure to take
care of any issue that arises with the coaches or referees.
Committee Member Dutra said there are coaches that yell and scream at the kids on the
basketball court, and there are coaches that favor their kids and leave the other kids out of the
rotation.

Superintendent Bertolacci said we haven't had a Youth Sports Coaches Committee in about 8
years. That committee would be the first line of communication with a coach or parent that
may have caused an issue. If that didn't correct the issue then that person would have to make
an appointment to meet with me.
Committee Member Funtleyder asked what steps are being taken to correct the situation of last
week's game.
Superintendent Bertolacci reported that the coaches were spoken to very sternly about their
behavior and did apologize.
Committee Member Funtleyder asked if there had been incidents with these same coaches in
the past and if so, do you have the power to tell them they can't coach any sport.
Superintendent Bertolacci said that he will tell them they can't coach if deemed necessary.
Each coach will be reviewed at the end of the basketball season.
Committee Member Dutra asked Superintendent Bertolacci if he would consider a Grievance
Committee. If there is a person at a game that witnesses an incident that person can go to the
Grievance Committee as a Rye Brook resident and report that incident. That person involved
in the incident would then get a call from the Grievance Committee to discuss the incident and
take any action if necessary.
Committee Member Funtleyder said the Parental and Coach's Code of Conduct has to be
enforced.
Superintendent Bertolacci said the Youth Sports Committee was formed when Ed Kulak was
Chairman of the Parks and Recreation Advisory Council. There were 3 members on the
committee because at that time there were 7 members on the Advisory Council there was an
incident at one of the sport programs, the committee would be the first line of communication
to discuss any issue. That committee would report any communication that may have taken
place with a coach or a parent at the next Advisory meeting.
Superintendent Bertolacci said the coach's will be informed that if there is a first offense they
will have to meet with the Youth Sports Committee. If there is a second offense that person
would have to meet with the Superintendent with the punishment to be determined at that
time.
Superintendent Bertolacci said anytime a game is going on in the gym or on the field, and if
there is a problem, either Kyle, Janice or Lauren is there supervising and they should handle
the problem before it escalates.
Chairman Schutzer said there are a few points to be considered:
1. Certification/training for coaches
2. Code of Conduct
3. Youth Sports Committee.
Chairman Schutzer said maybe having us recognized to the coaches, refs and umpires that we
are an Advisory Council and if we need to step in on a situation, we not just someone from the
public but a committee member.
Superintendent Bertolacci said he would also review the coaches after each program and also
speak with Kyle and Lauren about who the troublesome coaches were.
VII. Adjournment:
Chairman Schutter asked for a motion to adjourn the meeting. Committee Member
Brettschneider made a motion to adjourn the meeting and Committee Member Funtleyder
seconded the motion and all approved. The next Parks and Recreation Advisory Council will
meet on March 12, 2013 at 8:15pm.
The meeting adjourned at 10:00pm.
