Convene Meeting:
Chairman Jamie Schutzer called the meeting to order at 8:l OPM.
The following Members of the Parks & Recreation Advisory Council were present:

I. Minutes:
a. Approve March 4, 2014 Minutes:
Chairman Schutzer asked for a motion to accept the March 4, 2014 Minutes. Committee Member Dutra made
the motion to accept the March 4, 2014 and Committee Member Zahl seconded the motion. The March 4, 2014
Minutes were approved and accepted by all.
II. Public View Points:
Committee Member Tillison attended the Rye Brook Travel Soccer Tournament this past weekend. Each team
plays a 25 minute game. In one of the 13U games a player got to play a total of 3 minutes. That is so against
what youth sports should be about in this town. Committee Member Tillison said he has spoken to the soccer
coach regarding playing time and the coach has agreed about playing time. Committee Member Tillison wrote
a letter to the Coach of Rye Brook Travel Soccer regarding his opinion of the tournament. Chairman Schutzer
said that Rye Brook Travel Soccer is a separate entity and has nothing to do with Rye Brook Recreation.
Committee Member Tillison said he is aware that Rye Brook Recreation has nothing to do with travel soccer.
Rye Brook Travel Soccer coach wrote back and said he understands my point. In his letter he states that we are
playing competitive soccer, not a recreational sport. At this age there is no guaranteed playing time and we try
to involve everyone in this game, and as you know some kids have more ability than others. In competitive
sports you need to understand the game and perform with the level of your team. I am sure that the Red Bulls
coach that you approached forgot to tell you about this part.
Committee Member Tillison thinks each kid in this town should have an opportunity to play a sport.
Committee Member Wohl said in travel soccer the teams are split up and they try to balance the teams. There is
no A and B teams. They have a different approach. Because it is a travel team it is competitive and they are
playing to win.
Committee Member Tillison suggested that we run a soccer program and have a B team so all kids can play in a
soccer program. Chairman Schutzer said it has been pushed for the soccer program to have both A and B
teams but the soccer board has not approved it.

III. Comprehensive Plan Survey:
Chairman Schutzer reported there was a Comprehensive meeting last night. It will be presented to the Village
Board at the April 22nd meeting. There will be some additional public meetings in May. The report is like a
guide to the future of Rye Brook. One of the items in the survey that came up was a rec center and a pool for
Parks and Recreation. One of the items on the study is to do an in depth survey as to whether there is a need for
a pool or a rec center or both. Another item in the survey was to put turf at Garibaldi Park. Also talked about
was a walking path from the airport to Rye Brook and a dog park. Also in the study was the Rye Ridge
Shopping Center making it feel more like a downtown area. Those were some of the areas in the study.
IV. Baseball Sub-Committee Report:
Committee Member Carbone reported that we had our draft and there are 4 Major Baseball teams. There was a
little issue that was resolved. Two kids who were on the team last year decided to sign up after the teams were
made and unbalanced the teams. They had to be shifted to another team. Committee Carbone told the kids last
year if they didn't sign up before the teams are made, there would be no guarantee that they would be placed on
the same team they played on last year. There are 2 teams of 12 and two teams of 13 and they started practice.
The only issue there may be this year is we have a lot of 7th graders and every Saturday there is a Bar Mitzvah.
Kyle is going to try and work around the school schedule and the Bar Mitzvah schedule.
Committee Member Tillison said the scheduled inter league games with Port Chester at the Minor League level
will be more free form and since we don't pitch whenever there is an open date and open field we can schedule
a game. Committee Member Dutra said we are focusing on the Major League first and get those 6 games
scheduled, and if there are open spots on our field we can schedule 6 games with the minors, otherwise we will
just try and get some games in. We have to do this based on Port Chester's schedule because they are pitching.
Port Chester plays 3 games a week and we play 2 games a week. Port Chester has a 2 game week every other
week so we will rotate on that schedule.
The opening Day Little League Parade is this Saturday. The players meet at Ridge Street School lower parking
lot at 12Noon and at 12:30 they march to Pine Ridge Park for opening ceremonies.
V. Basketball Sub-Committee Report:
Chairman Schutzer reported that the 6th grade boys won the County Center Basketball Tournament. The County
Center Champion Trophy is in the showcase at Village Hall.
VI. Grievance Sub-Committee Report:
Committee Member Dutra said there is nothing on file or any report of a grievance.
VII. Superintendent's Report:
a. Carnival Update
Superintendent Bertolacci reported there are 3 food vendors; two are supplied by the carnival and the other
vendor is Westchester Burger. We are also looking for a deli and a pizza vendor. Chairman Schutzer suggested
Anthony's food truck. Committee Member Tillison said he has seen vendors come in with pizza ovens at other
carnivals. This year there will be 75' Ferris Wheel. Last year we had 15 rides and this year there will be 17
rides. This year there will also be an ATM machine on site.
b. Baseball Fields/Opening Day:
Superintendent Bertolacci said there are games at Pine Ridge Park, Garibaldi Park and Rye Brook Athletic Field
on Opening Day Little League. One of the Village Trustees will throw out the first pitch. Also, we are looking
for volunteers around 12:30pm to help cook and serve hot dogs and hamburgers, etc. on opening day. The
games are at 1:30 and 3:30pm. Chairman Schutzer and Committee Member Dutra volunteered to work on
Opening Day. Superintendent Bertolacci reported that the pitching machine is in the box at the park.

c. Other Updates:
Superintendent Bertolacci reported there are nine men's softball teams this year. We are waiting for one more
team to let us know whether they are in the league or not.
VIII. Old Business:
a. Men's Softball:
Superintendent Bertolacci stated the men's softball league will use the Rye bat list this year which is a single
wall bat. The schedule and rules should be done by the end of this week. Superintendent Bertolacci said one of
the lights behind home plate is still not working. We are using a different ball this because they don't make the
grey dot anymore. The ball is the same core and same compression of last year's ball.
IX: New Business:
a. AED Locations:
Chairman Schutzer stated he was at the Rye Brook Athletic Field during the soccer tournament and noticed the
AED sign above the ladies bathroom door. He suggested maybe there could be another sign by the steps or
somewhere on the field for people who are not familiar with the location of the bathroom. If you are on the
field on the other side you may not know the AED is there. There is only a small sign above the bathroom.
Superintendent Bertolacci said there is also a sign on the ladies bathroom door. Superintendent Bertolacci said
he would speak with Chris Bradbury about more signage at the parks. Chairman Schutzer asked what is to
protocol to activate the AED in an emergency. Superintendent Bertolacci said the police have to be called and a
code would be given to that person. This serves two purposes which are; you would have access to the AED
and it will get the police there. The AED's are located at Pine Ridge Park, Rye Brook Athletic Field and
Garibaldi Park.
Committee Member Wohl suggested that at memo go out to the public to let them know that the AED's are in
the parks.
Committee Member Carbone asked if there would be a CPR course offered for teens. Superintendent
Bertolacci said we could probably offer it if there is enough interest. We offered 3 different sessions in March;
the first one was cancelled due to no registration, 5 registered for the second class and 4 registered for the third
class.
X. Adjournment:
Chairman Schutzer asked for a motion to adjourn the meeting. Committee Member
Funtleyder made the motion to adjourn the meeting and Committee Member Dutra seconded the motion. All
approved and the meeting adjourned at 9:50pm. The next meeting of the Parks and Recreation Advisory
Council will be on May 6, 2014 at 8:OOpm.
