HomeMy WebLinkAbout2014-01-08 - Parks and Rec Advisory Council Meeting Minutes MINUTES OF THE VILLAGE OF RYE BROOK PARKS AND RECREATION ADVISORY COUNCIL 938 KING STREET RYE BROOK, New York 10573 January 8, 2014 Convene Meeting: Chairman Jamie Schutzer called the meeting to order at 8:35PM. The following Members of the Parks & Recreation Advisory Council were present: Advisory Council Members: Chairman Jamie Schutzer, Frank Carbone, Adam Zahl, Christopher Dutra, Scott Tillison, Traci Erenfryd Absent Parks & Recreation Advisory Council Members: Jennifer Wohl, Brian Funtleyder, Adam Berman Recreation Department Members: Janice Kunicki, Recreation Leader I. Minutes: a. Approve the December 3, 2013 Minutes: The December 3, 2013 Minutes were tabled until the February Meeting. II. Public View Points: Chairman Schutzer said there is no one in house with a Public View Point but he has one that has been brought to his attention. There is a conflict on Saturday morning basketball in the new gym that causes all the games to start 30 minutes later. Some parents are annoyed with the delay. Obviously the school has rented the gym space on Saturdays until 12:00 and the program overlaps causing our games to start later. Chairman Schutzer suggested that Superintendent Bertolacci speak to the school about our rental time. When it is 12:00pm, that group should be out of the gym so our basketball games can start. Also, Chairman Schutzer said an e-mail was sent out through Community Pass about a flag football program starting outside for 2nd through 4`d grade at a fee of$300.00. The price for that program is ridiculous. I think for a rec program, the fee is insane. Is there someone else who can do that program and can we bid it out? No offense to the company, I am sure he does a good job. Janice said Corbin Crusaders is an outside contractor. Peter Corbin came into the office and asked to run a program, like any other outside contractor, and we put the program out there to the public. Committee Member Erenfryd said she was speaking to the doctor who was present when one of our residents collapsed. There were some discussions regarding an AED being accessible. There was one at the turf field but was locked up in the concession stand. Chairman Schutzer said there was a discussion about an AED and the Village Board decided that defibrillators would be put in all the parks. Trustee Redneck said the AED would be in the bathrooms and there would be some kind of code that the police would give them if there was an emergency where the AED was needed. Janice said that Scott Moore of the Port Chester, Rye, Rye Brook EMS has 3 instructors who will be giving CPR instructions every other Saturday. A charge for the course will be determined. 1168377.1 III.Superintendent's Report: a. Carnival Update: Janice reported that the Village Board has approved the carnival dates for May 2nd through May 41h Volunteers are needed for the 3 day event. Fees for vendor crafts will be $200 for the 3 days and $500.00 for food vendors for the 3 day event. Committee Member Dutra said one of the food vendors is possibly Westchester Burger. Chairman Schutzer suggested we approach Lifetime Fitness because half of Rye Brook has joined. It's located on Westchester Avenue where Gannet is. Chairman Schutzer reiterated that the Carnival would be at the same location as last year. If the space should get leased out, we would locate at 800 Westchester Avenue as our back- up plan. b. Basketball Camp Update: Janice reported that Brandon Jennings with an option for Steve Novak or Allen Anderson would be at the Terry Teachout Basketball clinic this summer. The basketball clinic would start July 21 S` Committee Member Carbone said there would probably be out of towners attending the camp because our kids are at sleep away camp or attending our Teen Camp. Committee Member Carbone said his boys attended last year and the cost is $375. IV. Comprehensive Plan Survey: Chairman Schutzer reported that the next workshop will be on the 13`h of January at the Anthony J. Posillipo Center at 8:00pm. It's a public workshop and they will present the drafts and one of the chapters is the Parks and Recreation open space. A couple of things that were of interest are the upgrading of Garibaldi Park. They talked about putting turf to try and make the park more attractive to Rye Brook residents. This is just a draft of a vision plan. V. Baseball Sub-Committee Report: Committee Member Dutra reported that Port Chester and Rye Brook have confirmed for interleague. Committee Member Dutra contacted Little League and got their okay on it. Forms have been sent to Superintendent Bertolacci and Kyle in order for us to play Port Chester and have no ramifications for any District tournaments. The games will count toward play time, and toward the season. It doesn't just have to be Port Chester that we play, if there is any other town that we approach and ask them if they want to play interleague, both leagues have to fill out the forms and send it into the District, get approved and they would be able to play against each other. If both teams are up for it, they can combine and make a District team. Committee Member Dutra thinks that interleague play will draw some attention to our program. Committee Member Dutra said he heard there would be no indoor clinics like last year but there would be a pitching clinic. Committee Member Tillison said he sent an e-mail to the recreation staff regarding baseball to be sent out to the residents and it never was sent out. He said it was sent to rec about a month ago. Chairman Schutzer suggested that the baseball letter be also sent to Andrew Rosson so he can send it out to the travel baseball participants. Superintendent Bertolacci said that Rye Brook Travel Baseball would also be supportive of our baseball program. Committee Member Tillison suggested they sit at the basketball games and hand out baseball registration forms to get the program started. VI.Basketball Sub-Committee Report: Chairman Schutzer said the basketball program has been quiet with no incidents. Committee Member Tillison said he spoke with Kyle regarding the 4`i' and 5`i' grade boys. Anytime there is a holiday it's a 2 or 3 week break. Is there any way we can play some games during the week. I know we have to 1168377.1 pay to use the school which is an issue. I know we need to practice basketball but you learn basketball when you play it. The more you play the better the player. I would like to see more games available to the kids. A lot of kids say they like rec ball. If we make it a # 1 option then maybe they wouldn't feel the necessity to play in these other leagues. Chairman Schutzer said coaching is the key, and I heard through the grapevine that one 6`i' and 7`i' grade basketball team has had only one practice, and that practice was before the season started. Committee Member Tillison asked if a young adult can be assigned each team and help coach when a dad can't get there to run a practice. Chairman Schutzer said he knows that the dads are volunteering their time but some dads can be there at a practice and not know what he is doing. Chairman Schutzer asked how the recreation department handles a team that hasn't had any practices. Janice said we give the team an option for a practice and if they can't make it, we reserve that night and if not, they give us another date, if that date is available we reserve the gym for that team. There is a recreation staff person at the school every night for practices. Chairman Schutzer said that coaches that are not having practices should be eliminated from coaching a County Center team. Committee Member Tillison agreed but also said that Kyle searched high and low for coaches and players this year. Committee Member Tillison said last week our 4`i' and 5`i' grade boys' team had a buy. I thought I would call other towns to see if we can schedule a game. I looked at Rye and Port Chester and realized they do teams 3rd and 4th and 5th and 6`h. There was no way I could schedule a game. Why do we do our teams different? Janice said years ago the girls were 3- 4 and 5-6 and the boys were 2-3, 4-5, 6-7 because the boys were playing longer than the girls. Now, we have the same thing 2-3, 4-5, 6-7 for each of them. Committee Member Tillison said we should extend the age up and let land 8 play, 5 and 6, and 3 and 4. That is the way Port Chester and Rye does it. We could have a 91h and 10`h grade league and 1st and 2'd grade basketball league. There is a big disparity with some of the 4th and 5`h grade and also there is a big jump in skills between the ages. Then we could have a 1 S` and 2'd grade basketball league. Committee Member Tillison said that Kyle would like to start up a spring basketball league outdoors at Rye Hills Park. It would be pick-up games. Committee Member Carbone said that the middle school boys usually go to Pine Ridge Park after school and play hoops. Committee Member Tillison asked about the baseball clinics. He was looking through the brochure and there was no listing for the clinics. We are trying to make the baseball program bigger and better and talked about clinics and pitching clinics. Janice said she will ask Superintendent Bertolacci about the clinics. VII. Grievance Sub-Committee Report: Committee member Dutra reported there were no grievances to report at this meeting. Committee Member Dutra went to two basketball games outside of his son's game to observe and everything was quiet. VIII. Old Business: a. Men's Softball: There is a Men's Softball meeting on February 5`h and the fee is $1650. Superintendent Bertolacci's expectations are using the lights at the Middle School. Rec bats will be used or bats from a restricted list will be used. The fee was increased last year because of the light usage at the Middle School. b. CPR Class: The CPR class was discussed under Public View Points. Committee Member Dutra asked if anyone can go to the class. Janice said she thought anyone can pay and go to the class. Usually when you go to a CPR class it's for a two year certification. 1168377.1 Chairman Schutzer asked who would give the class. Janice said Scott Moore is in charge and has 3 instructors who teach the course. The course is 3 to 3 1/2 hours and will take place at Village Hall. IX.New Business: Committee Member Tillison asked if anyone ever thought of making a perimeter, put a plastic tarp in the middle and fill it with water at Crawford Park and use it for ice skating. Chairman Schutzer said at one time the thought was to do it on the basketball court at Pine Ridge Park. Janice said they did it years ago in Port Chester at Rec Park. X. Adjournment: Chairman Schutzer asked for a motion to adjourn the meeting. Committee Member Dutra made a motion to adjourn the meeting and Committee Member Tillison seconded the motion and all approved.
