Clark Associates, Inc. (FPC) - March 31, 2015 review memo on the Sun Homes at Reckson Executive Park Traffic Impact Study dated January 14, 2015 as outlined below. 1. 2014 Existing Traffic Volumes— Since the existing 386,000 s.f of occupied office space is generating lower traffic volumes when compared to ITE rates, the Village's Traffic Consultants requested that the generation for the entire building (540,000 s.f.) be based on higher ITE rates. The office traffic volumes have been adjusted under No-Build Conditions, See Response 3. It should be noted that the increase of the existing 386,000 s.f of occupied office space to higher ITE rates provides a conservative evaluation of future conditions. 2. Accident Experience -Accident data was requested from the New York State Department of Transportation (NYSDOT) and Connecticut Department of Transportation (ConnDOT)for the latest three-year periods available in the vicinity of the site. Accident data was requested along the New York State section of Route 120A (King Street) road in the vicinity of International Drive between Reference Markers 120A 8701 3000 and 120A 8710 3002. The NYSDQT has indicated that "No record of any traffic accidents were found in this location for 2012, 2013 and 2104." A copy of the NYSDOT accident request and correspondence is contained in Appendix F. A copy of the ConnDOT accident request, correspondence and accident data is also contained in Appendix F. This accident data is summarized by accident severity (Table 1), month and year of occurrence (Table 2), hour and day of week (Table 3), hour of occurrence (Table 4), weather condition (Table 5), road surface condition (Table 6), light condition (Table 7), other roadway feature (Table 8), construction or maintenance related (Table 9), median barrier penetration (Table 10), contributing factor(Table 11),type of collision (Table 12), vehicle type (Table 13), direction of all vehicles (Table 14), offending vehicle direction (Table 15), objects struck and location(Table 16), and total injury by severity(Table 17). Over this three year period there were 4 reported accidents in 2011, 4 reported accidents in 2012 and 7 reported accidents in 2013 along Route 120A (King Street) between International Drive and Anderson Hill Road. In addition, Appendix F contains the accident experience detail reports. Based on a review of the Accident Data, the type of accidents are typical type of accidents such a rear end accidents and turning accidents with apparent contributing factors such as failure to yield right of way and driver following too close. Based on the above, "It is not expected that the proposed Residential development (I 10 homes)will have a significant impact on the accident rate on the area roadways." 3. No-Build Conditions — As noted in Response 1, as requested by the Village's Traffic Consultants, since the existing 386,000 s.f. of occupied office space is generating lower traffic volumes when compared to ITE rates, the generation for the entire building (540,000 s.f.) was increased based on higher ITE rates. In addition traffic for The Enclave (formerly Kingswood) and the PepsiCo Master Plan was also included as part of the future No-Build Conditions. The Enclave and PepsiCo Master Plan traffic volumes are shown on Figures No. 6 and 7 and the Rcckson Executive Park increases(540,000 s.f: based on ITE rates)are shown on Figures No. 9 and 10 with the resulting Year 2014 No- Build traffic Volumes shown on Figures No. 11 and 12. Site Traffic Generation Approved Office - The remaining approved 280,000 s.f. of office space has been calculated using the fitted curve based on the difference for the total office development (820,000 s.f) and the full occupancy of the existing building (540,000 s.f.). The resulting approved 280,000 s.f. of office space would generate a total of 299 vehicles (262 entering vehicles and 37 exiting vehicles) during the Weekday Peak AM Highway Hour and a total of 314 vehicles (53 entering vehicles and 261 exiting vehicles) during the Weekday Peak PM Highway Hour. The approved 280,000 s.f. Office Traffic Volumes are shown on Figures No. 13 and 14 and the resulting Year 2019 Build Traffic Volumes with the Approved 280,000 s.f. Office are shown on Figures No. 15 and 16. Proposed Residential - As noted in the Comment, the proposed Residential development trip generation was based on higher single family rates and "should be considered conservative". The proposed residential development would generate a total of 87 vehicles (22 entering vehicles and 65 exiting vehicles) during the Weekday Peak AM Highway Hour and a total of 115 vehicles (73 entering vehicles and 42 exiting vehicles) during the Weekday Peak PM Highway Hour. The Proposed Residential Traffic Volumes are shown on Figures No. 18 and 19 and the resulting Year 2019 Build Traffic Volumes with the Proposed Residential — 110 homes are shown on Figures No. 20 and 21. As outlined above, the change from Office (280,000 s.f) to Residential (110 homes) would result in 212 fewer vehicles during the Weekday Peak AM Highway Hour and 199 fewer vehicles during the Weekday Peak PM Highway Hour. 5.. Site Traffic Distribution and Assignment—As noted in the comment, the site distribution and assignment for both the office and residential developments is acceptable. 6. Build Traffic Volumes - The Build Traffic Volumes have been revised based on Responses 3 and 4. 7. Traffic Impact Analysis—The SYNCHRO analysis have been rerun to reflect the existing peak hour factors and the updated traffic volumes. Appendix B contains the updated Level of Service Summary Table (Table No. 1) as well as the requested Vehicle Queue/Storage Table (Table No.,2). It should be noted, that even with the requested methodology changes including the conservative increase of the existing office generation to higher ITE rates, the proposed Residential development (110 homes) will not significantly affect the area roadways. Similar Levels of Service and delays are expected under Future No-Build and Future Build Conditions. In addition as noted in Response 4,the Proposed Residential development would result in significantly fewer vehicles(212 fewer vehicles during the Weekday Peak AM Highway Hour and 199 fewer vehicles during the Weekday Peak PM Highway Hour) and better Levels of Service when compared to the traffic generated by the approved Reckson Executive Park(R.E.P.) REPORTING LEVEL Investigating police authorities have been required to complete an accident report within five days of the completion of such investigation for any accident that resulted in death,injury or a prescribed dollar amount of damage to the property of any one individual. The prescribed dollar amounts and their effective periods are as follows: $1,000,from October 1,1988 to present;$600,from October 1, 1984 to September 30, 1988;and$400,from January 1, 1974 to September 30,1934. Before October 1, 1990, both operator and police accident reports were required to be completed and forwarded to the Department of Motor Vehicles. Effective with accidents occurring on October 1, 1990 and thereafter, in accordance with Public Act F 90-143, the requirement of involved operators to complete an Operator Accident Report was rescinded by the State Legislature. Investigating police authorities are also now required to forward accident reports to the Department of Transportation instead of the Department of Motor Vehicles as formerly required. i l Effective with accidents occurring on January 1., 2009 and thereafter,some investigating police authorities are now submitting accident reports electronically to the Department of Transportation. Other investigating police authorities are continuing to forward hard copy reports. Data in the Department of Transportation's accident file reflects data captured from both electronic and hard copy reports. FKLUNJQN OF L AL ROAD PROPERTY DAMAGE ONLY ACCIDENTS. Property damage only accidents which occurred on locally maintained roadways from August 1, 1990 to December 31, 1991, from April 1, 1992 to December 31,2006 and from March 1,2011 to December 31,2011 were not coded for inclusion in the Department of Transportation's accident file. Data users should be aware of the exclusion of local road property damage only accidents for these time periods. PADA LIMITATIONS The Department of Transportation devotes considerable resources to the analysis of each accident received and to the codification of the location of each accident. Each accident entered into the Department's data entry system is reviewed for accuracy and completeness. Quality control routines are included in the system that validate the data.
