Mayor Rosenberg called for the first item on the agenda; the Auditor's Report
from the firm of O'('onnor Davies, LLP for the fiscal year ending May 31, 2013.
REPORT:
1) Auditors Report for fiscal year ending May 31, 2013
Mr. John Cosgrove, Auditor, addressed the Board. It was noted that the report is
available on the Village's website for review.
Mr. Cosgrove reviewed the report section by section, and highlighted some of the
significant items in the review which included Super Storm Sandy and funds that
were reimbursed from FEMA; property taxes which included the increase and
changes in assessments in pilot programs and the hotel tax. Mr. Cosgrove noted
that Mr. Bradbury and the Village Staff did a great job of handling the costs. The
Village had a $1.3 million dollar budget surplus. This is pretty good considering
the size of the Village. Also reviewed was the budget sheet, the general fund, the
capital fund and government funds. The Village has $9 million in assets and $2
million in debt. This is a healthy balance sheet. He hit the high points of the
report. Mr. Cosgrove turned to the Board for questions.
Mayor Rosenberg asked what the Village could be doing better. Mr. Cosgrove
noted that Mr. Bradbury was on top of everything and this type of monitoring is
the key. Unfortunately every year there seems to be one natural disaster; and
nothing can be done about that. Mayor Rosenberg thanked Chris and the Village's
staff for their hard work.

Mayor Rosenberg called for the first resolution on the agenda:
RESOLUTIONS:
1) Considering a budget modification for Salt
Mr. Bradbury read the following resolution:
WHEREAS,due to several significant snow& ice storms that have hit the village this
winter,the Salt account has been significantly depleted.
NOW,THEREFORE BE IT RESOLVED,the Board of Trustees hereby approves the
following budget modification:

Contingency Salt $40,000

On a motion made by Trustee Susan Epstein, and seconded by Trustee Jason
Klein, the resolution was adopted.

Mr. Michael Nowak noted that there is a set rate for the purchase of the salt.
Mr. Bradbury stated there is still a healthy contingency but there will be expenses
between now and the end of the year because of the frequency of the snow storms.

Mayor Rosenberg called for the second resolution on the agenda:
1) Considering the appointment of the Village Risk Manager
Mr. Bradbury read the following resolution:
RESOLVED, that Risk Management International, LTD (Frank Ambriano) is
hereby appointed as Risk Manager for the Village of Rye Brook for the remainder of the
2013 —2014 official year and the 2014— 2015 official year in accordance with the terms
of the Proposal for Continuing Risk Management Services signed February 7, 2014 by
Frank Ambriano, Vice President, Risk Management International, LTD.
Mayor Rosenberg noted that there was a buy-out of the old risk manager firm and
so this appointment is taking place now versus in April. He noted that the fees are
staying the same.
Trustee Epstein stated that the Risk Manager is not a broker. They manage all risk
management claims. The firm manages the policies, keeps the safety program on
track, tracks loss ratios, reviews every injury claim and checks the reserves. The
Risk Manager comes to Village Hall once a month and David speaks with him
throughout the month. They are also responsible for providing insurance
certificates, claims. The Risk Manager is the expert.
On a motion made by Trustee David Heiser and seconded by Trustee Jason Klein,
the resolution was adopted.

Mayor Rosenberg called upon Mr. Bradbury for the Administrator's Report:
ADMINISTRATOR'S REPORT:
Mr. Bradbury, Village Administrator, noted that another storm was coming in.
There is a lot of snow on the ground already from the previous weeks' storm, and a
lot of ice. If high volumes come in on Thursday then the streets will become more
difficult to navigate. The Village is prepared, and has had additional salt delivered
today, but each storm brings with it more challenges.
It was noted that Rye has joined Rye Brook in a water rate case. This will be a
long process.
Mr. Bradbury noted that it was already budget preparation time. The tentative
budget from staff is on track. He is knee deep in meetings with departments.
Public budget workshops will be set up in the near future.
The State Controller's Office is reviewing the fiscal monitoring system. It looks
for fiscal stress now or in the short term future. Last year that office analyzed
Towns and Villages. The Village of Rye Brook achieved a zero percent score, and
it was the only Village in Westchester County that had a zero percent score. It
was noted you strive for low scores.
Mayor Rosenberg called for members of the public wishing to address the Board.
Former Mayor Joan Feinstein offered her congratulations to the Board,
Mr. Bradbury, and Village Staff on the budget and annual report.
Mayor Rosenberg noted that the next Board of Trustees meetings were scheduled
for February 25, 2014 and March 11, 2014.
Mayor Rosenberg called for a motion for an executive session on personnel
matters and personal property.
On a motion made by Trustee Epstein, and seconded by Trustee Klein, the
meeting was adjourned at 8:00 p.m. and the Board went into an Executive Session.
