Dear Ester& Lee Ehrman, The Building Department is in receipt of two applications and a current subject property survey submitted by you for Certificates of Occupancy(C/O)for the subject premises.One C/O application is intended to close out open permit#530, issued on 6/21/1952 for an attached garage. The other intended to close out open permit#1839 issued on July 25, 1972 for a rear I'story addition w/fireplace. Below is a list of items required to be completed by you in order to close out open permits#530 and #1839; 1. A Licensed Electrician must file a permit for any electrical fixture,outlets or equipment in the garage and in the family room and contact our 31 party electrical inspection agency for an electrical inspection of same. 2. The electrician must provide a copy of the electrical inspectors report to the Building Department for review. 3. Once the electrical permit is closed the Building Department can perform the final inspection of the garage and family room addition and upon successful completion issue the appropriate C/O's. Please note that in addition to these open permits, it has come to our attention that other construction improvements have been done to the subject home without permits which must also be addressed and legalized at this time. According to your Coldwell Banker Realty listing,the 2'floor of the home is finished with two bedrooms and a bathroom. Please note that Building Department records dating back to the original construction of the home in 1950 contain no record of any permit ever being issued to finish the 2°d floor in any capacity.Our records indicate that the 21 floor space was permitted only as an open mechanical room containing the heating and hot water equipment with no partition walls or habitable space whatsoever. Unless you can provide substantial documentation and information to the contrary for review,the finished 21 floor must be legalized as well as the above mentioned two open permits in the manner prescribed by law. To that end, here are the requirements for legalization of the finished 21 floor; l. You must retain the services of a NY State Registered Architect or NY State Licensed Professional Engineer to prepare a plan of the god floor as it exists today,and a plan showing any required changes necessary to be made to the space in order to comply with the current NY State Codes.The plan must depict and identify all habitable and non-habitable spaces including the location and type of the HVAC equipment. 2. Two copies of the plans must then be submitted to the Building Department along with an Interior Building Permit Application and$75.00 application fee to legalize the finished 2'floor. 3. Prior to issuance of the legalization permit the permit fee and legalization fee must be remitted to the Village. That fee is based on your design professional's estimate of the cost of the work performed at the time of construction combined with whatever costs are incurred by you from your architect or engineer, and your licensed contractors. 4. You must retain the services of a Westchester County Licensed Electrician and Licensed Plumber to file respective permits for the electrical and plumbing on the 21 floor, and they must call for and successfully complete their respective inspections. 5. Unless the HVAC equipment is original to the 1950 construction, permits must also be filed to legalize the HVAC equipment and those inspections must also ensue. 6. Upon successful completion of all mechanical inspections and submittal of the electrical inspector's report, the final inspection with the Building Department can be scheduled. 7. Upon successful completion of the final inspection the C/O can be issued. Please note that this letter constitutes a notice of violation of Village Code for non-permitted construction and no Certificate of Occupancy for the finished 2"d floor. Further note that failure to address these issues and comply with the directives contained herein to the satisfaction of the Building Department may result in legal action against you.
